Multiple Award Task Order Contract (MATOC) for Architect and Engineering (A/E) Services to support the Facilities Infrastructure Division, Glenn Research Center, National Aeronautics and Space Administration (NASA).
Point of contact for this announcement is Joshua Peacock. This notice is posted in its entirety and hereby serves as the official solicitation. The information contained within this combined solicitation/synopsis supersedes the pre-solicitation document information.
CONTRACT INFORMATION: Architectural and Engineering (A/E) Services in support of the NASA Glenn Research Center (GRC), Lewis Field, Cleveland, Ohio, and Plum Brook Station, Sandusky, Ohio, as well as other NASA locations Agency wide.
These contracts will be available for Agency use. The following services may be required for projects: rehabilitation, repair, construction, modification, or demolition of various facilities and systems including research and institutional facilities, test cells, laboratories, buildings, electrical systems, mechanical systems, pavements and roads, and utility systems.
NASA GRC intends to award approximately seven (7) A/E Indefinite Delivery Indefinite Quantity (IDIQ) contracts with a total aggregate value of approximately $70M and includes a target of three (3) Other Than Small Business A/E IDIQ contracts and a target of four (4) Small Business IDIQ contracts. The Government may, at its sole discretion, award more or less than three (3) Other Than Small Business IDIQ contracts and more or less than four (4) Small Business IDIQ contracts. Respondents must CLEARLY state which business category they are submitting as by including either “OTHER THAN SMALL BUSINESS” or “SMALL BUSINESS” on their SF-330 in Part 1- Section B- Line 5 after the name of their firm.
The North American Industry Classification System (NAICS) code for this action is 541330 and $15 million in three-year average annual revenue for determining whether or not a business is small.
The A/E IDIQ contract will be established for an ordering period of five (5) years. Each contract will include a three (3) year base period, plus one two (2) year option. A one-time minimum guaranteed amount for the contract is $1,000.00; and a cumulative $10 Million ceiling will apply for the duration of the ordering period. The Government reserves the right to award up to $5,000,000 on any single task.
THIS IS A PARTIAL SMALL BUSINESS SET-ASIDE. Any Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) are eligible for award of this contract as a Small Business. Small businesses responding to this solicitation should indicate which, if any, small business categories they qualify as in Part II, Section 5, Block b. on the SF-330.
All interested Other Than Small Business (Large) A-E firms are reminded that, in accordance with Public Law (PL) 95-507, they will be expected to place subcontracts to the maximum practicable extent consistent with efficient performance of the contract with small and small disadvantaged firms. Large businesses selected under this contract will be required to comply with Federal Acquisition Regulation (FAR) 52.219-9 regarding the requirement for a subcontracting plan for that part of work which it intends to subcontract to small businesses. Large Businesses will be required to submit these plans during contract negotiation, as well as potential small business subcontractors for which would be utilized for performance under this contract in compliance with FAR 52.244-4.
Rates may be negotiated at time of contract award for each 12-month period of the contract. Rates will not be used as Selection Criteria in accordance with FAR 36.602-1.
Do not submit rate information in response to this solicitation.
TASK ORDERING INFORMATION: The minimum guarantee for each IDIQ contract will be $1000.00, applicable to the base period only. Contractors are expected to credit the Government $1000.00 on the first task order awarded under this contract in exchange for the minimum guarantee at time of contract award. The Government reserves the right to make multiple awards to one or more selected firms. All task-orders awarded under the contract will be firm-fixed price.
Selection of firms for individual task orders will be based entirely on the capabilities of the seven firms selected under this contract. In conformance with the Brooks Act (PL 92- 582), selection of firms for performance of task orders is not based on competitive bidding procedures, but rather the process for A-E firm selection described in FAR 36.6 using the competitive ranking of firms based upon the professional qualifications necessary for the performance of the required services, as more fully set forth in the selection criteria. Task orders will not be competed among the seven firms under this MATOC, but rather, selection of the firm found most capable for a proposed project by the Government will be selected first after review of the SF-330s. If negotiations with the first choice contractor fail to come to an agreeable price for the task order, the Government will cancel negotiations and move to the second most qualified firm for that task order.
All firms selected under this contract will be given equal consideration for every task order awarded under this contract.
PROJECT INFORMATION: The project size will typically be in the range of $500,000 to $10,000,000 in estimated construction cost. A/E services may include the preparation of construction drawings and specifications, engineering studies, cost estimates, scheduling, environmental assessment/remediation design, design reports, master planning. These services shall produce documents suitable for bidding purposes and/or construction activities. Services required will vary based on the task.
CONTRACT AWARD SELECTION CRITERIA: The selection process for this MATOC will be conforming to the Brooks Act (PL 92-582). The selection of a firm is not based upon competitive bidding procedures, but rather the process for A/E firm selection described in FAR 36.6 using the competitive ranking of firms based upon the professional qualifications necessary for the performance of the required services, as more fully set forth in the selection criteria.
As a Partial Small Business Set-Aside, all Small Businesses will be competitively ranked against only other Small Business respondents and Other Than Small Businesses will be competitively ranked against only Other Than Small Businesses.
The competitive ranking will be followed by negotiations with the most highly ranked firms and continuing to lower ranked firms. If satisfactory terms are not reached with the preferred firm(s) as described in FAR 36.606, the next conforming firm will be contacted for negotiation. All firms responding to this announcement are encouraged to review FAR 9.5 - Organizational and Consultant Conflicts of interest; and FAR 36.209 - Construction Contracts with Architect-Engineer firms.
Prospective firms shall respond to the following criteria addressing all requirements of this combined synopsis/solicitation. The evaluation criteria is broken into five parts as required by FAR 36.602-1, worth 100 points total as indicated below:
(1) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. See FAR 36.602-1(a)(4). Past performance of the firm and any subcontracts and consultants as demonstrated by their project portfolio.
Past performance with the Federal Government as well as prior experience having worked together as a team is desirable. Firms and teams with prior experience working at GRC or on projects and systems similar to GRC are desirable and include: institutional & industrial systems and facilities, test cells, laboratories and research facilities. Firms with at least 5 years of relevant experience in the categories listed below will be prioritized. (50 Points)
a. Specific expertise shall include, but not be limited to, architectural building systems, interior design, civil and building structures, foundations, pavements, site development (including landscaping), heating, ventilating and air conditioning, plumbing, fire protection (certified in the state of the NASA Center where the work is performed), sanitary and storm sewers, natural gas, low and high pressure steam, domestic water, chilled water, cooling tower water, process equipment and piping (including High Pressure Air Systems, Cryogenic Systems and Vacuum Systems), electrical power distribution (including low voltage up to 600 volts and high voltage from 2.4kv to 138kv), industrial motors, controls, lighting, fire and smoke detection, life safety, access controls, lightning protection, and grounding. Some designs will require structural analyses, piping network flow analysis, piping flexibility analysis, electrical short circuit analysis and coordination studies, hazard analysis, master planning, BIM, maintenance assessments, life cycle cost analysis and LEED certification (Silver minimum) services, construction administration services, energy modeling, engineering studies and reports and field investigation services.
(2) Professional qualifications necessary for satisfactory performance of required services. See FAR 36.602-1(a)(1). Staff professional qualifications as demonstrated by individual resumes of key personnel assigned to this contract.
Employees with more than 5 years of professional experience in their respective discipline will be prioritized. (5 Points)
a. Key personnel will be evaluated based on their years of professional experience in their areas of expertise.
(3) Specialized experience and technical competence in the type of work required. See FAR 36.602-1(a)(2). Staff experience as demonstrated by individual resumes of key personnel assigned to this contract. Employees with more than 5 years of professional experience in the categories listed below will be prioritized. (15 Points)
a. Key personnel will be evaluated based on their years of experience with the following systems and disciplines: Civil, Structural, Mechanical, Electrical, Architectural, Interior Design, Fire Protection, Process Mechanical Systems, Electrical Controls, LEED AP, Environmental Remediation, Security and Access Controls, Cost Estimating, Scheduling and Master Planning.
(4) Capacity to accomplish the work in the required time. See FAR 36.602- 1(a)(3). Staffing capacity and flexibility to accomplish the work. (20 Points)
a. Firms with a strong and clear management structure (both internal and sub-consultants) are required, to ensure that designs are technically sound, can be bid within budget and are completed within the design schedule.
Firms shall also have sufficient staff to support multiple projects, potentially occurring simultaneously at different NASA Centers.
b. Firms must demonstrate the capability of responding to and working on multiple task orders concurrently.
(5) Location in the general geographical area of the project and knowledge of the locality of the project. See FAR 36.602-1(a)(5). Location of the A/E firm and any subcontracts and consultants. (10 Points)
a. Location of the firm (travel time) and its primary subcontracts with respect to GRC will be prioritized. Additionally, all engineering drawings shall be stamped by a licensed professional engineer or registered architect with licensure/reciprocity in the State of Ohio, or can obtain licensure within the state of Ohio or other states as determined by the project location.
The above criteria addressing the specialized experience, technical competence and past performance shall be limited to the immediately preceding ten years.
SUBMISSION REQUIREMENT: To be considered, firms shall submit a Standard Form 330 (SF-330), one original and one copy clearly marked to be received in this office on or before 5:00 PM (EST) March 15, 2019. In addition to the submittal of one original and one copy of the SF-330, firms are required to provide an electronic copy of the SF-330 on a properly labeled USB. The USB will not substitute for the hard copy submission. The USB must be writable and properly formatted before adding documents.
Submitting firms are to include their DUNS number along with the name of the firm in Block 5 of the SF 330, Part 1, Section B. Proposal must be single-spaced, typewritten, in English-language text, formatted using one column, and use 12-point Times New Roman font. The font size used for symbols, equations, tables, and figures must be consistent with this guideline. Offerors may not use a “condensed” or “narrow” font version and may not adjust or otherwise condense the font or line from its default appearance. The proposal is limited to 30 cumulative pages or 15 double-sided sheets, stapled, fastened or bound. Do NOT furnish design portfolios, prints, magazines, newspaper clippings and/or CDs of completed projects.

The Government reserves the right to award this work in separate contracts for the above Architect and Engineering Services to one or more selected A/E firms. All information relating to this synopsis, including pertinent changes/amendments and information prior to the date set for receipt of AE Qualification Submission will be posted on the following website: https://www.fbo.gov. To be eligible for contract award, a firm must be registered System for Award Management (SAM). Interested offerors must be registered in SAM.
