About this opportunity
The Navajo Area Office Indian Health Service is preparing to procure secondary internet service for all Navajo Area sites with an anticipated Buy Indian set-aside; responses to the Request for Information are due July 20, 2026. The secondary circuit will be configured in SD-WAN as redundancy to maintain service continuity during primary ISP outages.
Offerors must be Indian Economic Enterprises (IEE) or Indian Small Business Enterprises (ISBEE) and must submit IEE representation documentation certifying continuous eligibility at offer, award, and throughout contract performance. False or misleading representation violates 18 U.S.C. 1001; false claims during performance are subject to penalties under 31 U.S.C. 3729–3731 and 18 U.S.C. 287.
Place of performance includes all five Federal Service Units (Chinle, Crownpoint, Gallup, Kayenta, and Shiprock) and Office of Environmental Health & Engineering locations across the Navajo Area.
Technical requirements specify Starlink satellite services as the first choice, with alternatives including broadband, fiber, or LTE if Starlink is unavailable. Primary Service Unit sites require 500 Mbps download / 50 Mbps upload; remote satellite sites require 100 Mbps download / 20 Mbps upload, or equivalent Starlink Business/Priority Mid to High Tier offerings. The contractor must provide static public IP addresses, coordinate installation schedules with the technical team, validate bandwidth through periodic speed testing, and ensure secure rooftop mounting and weatherproofing of exterior network hardware.
RFI responses are limited to 10 single-spaced pages and must be submitted via SAM.gov by 9:30 AM Eastern Time. This RFI does not commit the Government to contract.

Navajo Area Office Indian Health Service (NAIHS) Division of Technology (DIT) will be working with all Navajo Area sites and locations to add an additional internet circuit. The secondary internet circuit will be configured in an SD-WAN configuration as a means of redundancy; to maintain service continuity and mitigate disruptions due to primary ISP outages, a reliable secondary internet service is required at each site. See attached IHS1527597 – NAO Are-Wide Secondary Internet Service for details.
