About this file
This is a Request for Information (RFI) issued by the Indian Health Service (IHS) Navajo Area Office (NAO) for secondary internet services across multiple healthcare facilities.
The RFI seeks market research and technical capability information from Indian Economic Enterprises (IEE) and Indian Small Business Enterprises (ISBEE) to support a potential acquisition for adding secondary internet circuits to all Navajo Area sites. The secondary service will be configured in an SD-WAN setup to provide redundancy and maintain service continuity during primary Internet Service Provider outages. The Contractor shall plan, evaluate, install, and configure secondary internet service at all identified Navajo Area Indian Health Service locations, including five Federal Service Units (Chinle, Crownpoint, Gallup, Kayenta, and Shiprock) and Office of Environmental Health & Engineering locations. Specific requirements include: providing Starlink satellite services as the first choice, with alternatives such as broadband, fiber, or LTE if Starlink is unavailable; delivering 500 Mbps download/50 Mbps upload for Primary Service Unit sites and 100 Mbps download/20 Mbps upload for remote satellite sites (or Starlink Business/Priority with Mid to High Tier offerings); providing static public IP addresses; coordinating installation schedules with the organization's technical team; validating provisioned bandwidth through periodic speed testing with industry-standard tools; and ensuring secure rooftop mounting, weatherproofing, and proper sealing of exterior network hardware installations. Responses must be submitted by 07/20/2026 at 9:30 AM Eastern Time via the SAM.gov portal. Submissions are limited to 10 single-spaced pages with specific content requirements including cover page, existing federal contract vehicles, focused response to project requirements, IEE/ISBEE representation documentation, and any applicable GWAC, GSA Schedule, or other procurement vehicles. This RFI does not commit the Government to contract and responses will not be considered adequate responses to a future solicitation.
