About this opportunity

The Naval Supply Systems Command seeks production of a marketing video for the Naval Medical Research Unit (NAMRU), with proposals due August 26, 2026 by 12:00 PM. The procurement is set aside for total small business and is structured as a firm fixed-price purchase order under FAR Part 12 for commercial services.

Place of performance includes field production at Fort Sam Houston, San Antonio, Texas and Joint Base Elmendorf-Richardson, Anchorage, Alaska, with performance and acceptance also occurring at the Navy Medicine Professional Development Center in Bethesda, Maryland. Amendment 0001, effective August 25, 2026, provides responses to solicitation questions and updates the Performance Work Statement; offerors must acknowledge receipt of the amendment prior to the deadline.

The video is a 3–5-minute marketing piece highlighting NAMRU's mission in combat casualty care, craniofacial, and directed energy research. Production requires pre-production scripting (including scriptwriter travel for 2 days at each location), 4 full field production days (2 in San Antonio, 2 in Alaska) with a 4-person crew (director, camera operator, audio operator/grip, electrician/grip), and post-production. All production days carry an 8-day minimum level-of-effort requirement per crew member including 2 travel days. Video must be shot in 1080 HD (24 or 30 frames) at 16:9 aspect ratio per ITU-R Rec. 709, with minimum 90% new footage, 10% stock footage, 100% off-camera narration, and approximately 30% graphics. Deliverables include a ProRes .mov uncaptioned master, a .wmv web version with embedded closed captions, 1 DVD master and 5 DVD copies with closed captions. The contractor covers all travel, lodging, per diem, ground transportation, music licensing (5 distinct compositions minimum with full Navy public-release rights), stock footage sourcing, DVD authoring, and raw footage transfer to a government-provided Mac-formatted hard drive. Contract invoicing spans four milestones: Pre-Production Scripting, Pre-Production Final Script, Field Production, and Post-Production. Contractors may hire local crews at either location to reduce travel costs. The contract value is $40 million for a one-year period of performance starting September 1, 2026. Proposals must include a 5-minute demo reel created within the last five years, evaluated on complete video production, original B-roll and interviews, editing, graphics, and music/sound effects. Technical narrative and past performance information are preferred. Quotes must be submitted electronically to jeremiah.s.simpson3.civ@us.navy.mil. The NAICS code is 512110, Motion Picture and Video Production; PSC code is T006.
