The Naval Medical Leader and Professional Development Command Medical-Visual Information Directorate (NMLPDC M-VID) is requesting support to produce a video highlighting NAMRU's mission in gap-driven combat casualty care, craniofacial, and directed energy research. The primary audience is Naval Leadership, with a secondary audience of Navy Warfighters interested in this research area.
The production requirements specify minimum visual composition of 90% new video footage and 10% stock footage, with graphics and text slates comprising a minimum of 30% (overlapping new and stock footage). Audio must include 100% off-camera narration and stock music throughout. The video will be distributed for internet and social media public release. Script and shoot locations are Ft. Sam Houston in San Antonio, TX, and Anchorage, AK. All content must be unclassified.
The contractor must complete pre-production activities including a Contract Activation Meeting within 30 business days of award and script start-up meetings at both locations (2 days each). Deliverables include a video treatment, 2-column video script with detailed video references, three script drafts (first, second, and final) due at two-week intervals, and a field production breakdown sheet describing talent and B-roll shots needed. Field production requires a 4-person camera crew for 4 full days (10 hours portal-to-portal per day), including a director, camera operator, audio operator/grip, and electrician/grip, plus 2 travel days. All raw footage must be in 1080 HD (24 or 30 frames) with 16:9 aspect ratio per ITU-R Rec. 709. Post-production deliverables include 88 hours minimum of non-linear editing, graphics/animation (18 hours minimum), on-line audio mix (12 hours minimum), music licensing for full Navy rights (5 cuts/needle drops minimum), DVD authoring, closed-captioned masters, and digital versions for web with embedded captions. The tentative pre-production date is September/October 2026, with a one-year period of performance following contract award. Contractors must submit a 5-minute demo reel showing previous work completed within the last 5 years, evaluated on five factors: complete video production, properly lit original B-roll footage and interviews, editing, graphics, and music and sound effects.

FIELD PRODUCTION
Field Production Filming: It has been determined that the contractor will need to provide a camera crew with 4 crew members for 4 Full Days of production between NAMRU at Ft. A NMLPDC M-VID Project Officer will also be with the crew to escort them and ensure NMLPDC M-VID Policies are followed. The NMLPDC M-VID Project Officer will help set-up the video shoots and be a liaison between the Navy Subject Matter Experts and the contractor. NMLPDC M-VID estimates and requires 4 crew members for this project based on similar projects in an active Navy Medical environment. 4 crew members will ensure that all required B-Roll footage will be obtained within the 4-day Field Production period, and if less crew members are used, NMLPDC M-VID doesn’t have confidence in the vendor’s ability to obtaining all necessary B-Roll footage.
