About this opportunity
The Department of the Navy's Naval Information Warfare Center (NIWC) Pacific has issued a Special Notice announcing its intent to award a sole source, firm-fixed-price purchase order to Wartsila North America. The requirement is for services to upgrade the existing NACOS MCS Ocean Survey Program Survey System (OSPSS) Alarm Monitoring System (AMS) on the UK HMS SCOTT ship and the AMS system located in the NIWC Systems Integration Laboratory (SIL) from a Windows Seven Operating System environment to the Windows 10/11 Windows Operating System.
The purpose of this sole source award is to provide the necessary services to upgrade the existing and unique AMS systems, which are an integral part of the OSPSS and not replaceable. There are no set-aside requirements, and the existing AMS systems on the HMS SCOTT and in the SIL are the only systems eligible for this upgrade. The Special Notice provides additional details regarding the scope of work and technical requirements for the upgrade, but does not specify any deadlines or instructions for contractors to participate in this noncompetitive procurement.
