About this opportunity
The Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD), under Naval Sea Systems Command, intends to sole source Self Defense Test Ship (SDTS) engineering and technical support services to AdvantEdge Technologies Inc. (ATI), CAGE 3PQL7, with interest submissions due November 20, 2026. The agency cites FAR 6.103-1, stating that only one responsible source and no other supplies or services will satisfy requirements. No set-aside is used.
The follow-on covers operation, maintenance, and repair of the current SDTS platform (ex Paul F Foster, EDD 964) and the Test Ship Remote Control System (TSRCS), which enables unmanned at-sea operation for high-risk live-fire test and evaluation. The services primarily support test and evaluation of Engineering and Combat Systems, the Ship Self Defense System (SSDS), and various weapons, control, and engineering systems for the Department of Defense (DoD) and Department of the Navy (DoN). The anticipated period of performance is three years, consisting of a base year and two option years, covering the platform's end-of-life phase. The procurement is classified under NAICS 541330 with a $47.0 million size standard and PSC R425.
The agency states that awarding to any source other than ATI would introduce a transition period causing unacceptable mission delays to scheduled critical milestones and deployment timelines. Responsible sources may submit a notice of interest and capability statement on company letterhead, including the name, telephone number, mailing address, and e-mail address of a point of contact.

The SDTS primarily supports T&E initiatives related to Engineering and Combat Systems (CS), Ship Self Defense System (SSDS), and various weapons, control, and engineering systems as needed by the Department of Defense (DoD) and Department of the Navy (DoN).
The government intends to solicit and negotiate with only one source under the authority of FAR 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
