About this opportunity
The Department of the Navy Naval Facilities Engineering Command is seeking proposals to repair approximately 30 linear feet of damaged sanitary sewer lateral at Building 4357 located at Marine Corps Air Station Cherry Point, North Carolina. The project involves addressing multiple pipe damage locations including punctures, creases, and offset transitions between different pipe materials, with repairs needed at various points ranging from 65 to 100 feet along the pipe's length. However, this solicitation has been cancelled due to significant changes in the scope of work as indicated by Amendment 0003 issued on August 27, 2025. Prior to cancellation, only three pre-selected Multiple Award Construction Contract (MACC) holders were eligible to submit proposals: Mechworks Mechanical Contractors, North State Mechanical, and R&W Construction Company. The original proposal deadline was extended from August 19, 2025 to September 2, 2025 at 12:00 PM local time, and the award was to be made based on lowest price evaluation criteria.
This procurement was designated as a Total Small Business set-aside under NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors). The estimated contract value ranged between $25,000 and $100,000, with bond requirements varying based on proposal value - no bonds required for proposals under $40,000, payment bonds for proposals $40,000 and above, and additional performance bonds for proposals exceeding $150,000. The contract completion timeline was established at 120 days after award, with liquidated damages of $36 per calendar day for delays. Work was to be performed at Marine Corps Air Station Cherry Point, North Carolina, and the contractor would have been responsible for furnishing all labor, materials, services, equipment, and insurance necessary to complete the sewer lateral repairs while maintaining minimal disruption to facility operations.
