About this opportunity

The Department of the Navy Naval Facilities Engineering Command (NAVFAC) is seeking a contractor to provide comprehensive custodial services at the U.S. Naval Air Facility in Atsugi, Japan. The solicitation requires a fully licensed contractor authorized to operate in Japan, capable of delivering both recurring and non-recurring custodial services across multiple facilities. Contractors must fully comply with all Japanese laws, labor standards, and regulations, and must possess appropriate licenses from the Ministry of Land, Infrastructure and Transport or local prefectural government. The contract will be awarded to the lowest priced, responsible bidder, with bids required to be submitted in Japanese Yen by 10:00 AM on January 22, 2025. A mandatory site visit is scheduled for December 6, 2024, and potential bidders must carefully review all contract requirements, including the detailed Performance Work Statement and Custodial Inventory List.

The contract covers a base period from May 16, 2025, to March 31, 2030, with four additional one-year option periods available. There is no specific small business set-aside, though the NAICS code is 561720 for Janitorial Services. While the previous contract (N40084-20-D-8000) had a total value of approximately 4.23 billion Yen (roughly $36.2 million), this solicitation does not explicitly state the anticipated award value for the new contract. The place of performance is Ayase, Kanagawa, Japan, and the work will encompass cleaning services for various buildings including headquarters, maintenance hangars, offices, and public facilities. The U.S. Government will not offer "United States Official Contractor" status or certify any contractor employees under the Status of Forces Agreement (SOFA), emphasizing that all work must be performed strictly in accordance with Japanese legal and regulatory requirements.
