About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 4 is seeking electrical installation services for spot welder and compressor equipment at the HJ Heinz VA Medical Center in Pittsburgh, Pennsylvania. The solicitation (36C24E25Q0060) requires contractors to perform two primary installation tasks: spot welder installation involving electrical disconnects, conduit running, circuit installation, and provision of 225A/3P and 15A/3P breakers; and compressor installation requiring removal of existing circuits, relocation of disconnects and breakers, installation of a new 60A 3PH breaker, and pulling conductors through existing conduit. Contractors must meet landlord insurance requirements and be capable of performing all electrical work while VA personnel handle equipment setting, control wiring, and permitting aspects. The procurement will be evaluated using lowest price technically acceptable criteria under FAR 13.106-2. A mandatory site visit is scheduled for September 4, 2025, from 10:00-11:00 AM EST at 6425 Penn Avenue, Suite 400, Pittsburgh, and quotations are due September 8, 2025, at 10:00 AM EST.

This procurement utilizes a cascading set-aside approach under NAICS code 238210 (Electrical Contractors and Other Wiring Installation Contractors) with a small business size standard of $19.0 million, prioritizing Service Disabled Veteran Owned Small Businesses (SDVOSB) first, then Veteran Owned Small Businesses (VOSB), and subsequently small businesses generally. No incumbent contractors or current service providers are identified in the solicitation documents. While no specific contract value or budget range is disclosed, the procurement falls under the simplified acquisition threshold given the use of FAR Part 13 procedures. The work involves installation of specific electrical infrastructure components including breakers, conduits, and wiring systems to support new equipment operations. Performance will occur at 1010 Delafield Road, Pittsburgh, PA 15215, with the site visit taking place at the separate address of 6425 Penn Avenue, Suite 400, Pittsburgh, PA 15206.
