About this opportunity
The Department of Veterans Affairs, Veterans Integrated Service Network 7, seeks to provide and install a new steam flow meter and oxygen analyzer on Boiler #3 at Carl Vinson VA Medical Center in Dublin, Georgia, with quotes due October 26 at 10:00 AM Central Time. This procurement is set-aside exclusively for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns, foreclosing competition outside that category.
Place of performance is 1826 Veterans Boulevard, Dublin, Georgia 31021. The NAICS code is 238220, Plumbing, Heating, and Air-Conditioning Contractors, with a small business size standard of $19.0 million; PSC is N045. The period of performance is 90 calendar days, with payment upon completion.
The contractor must install one Proline Prowirl F 200 steam flow meter (DN150 6" or equivalent) and one YOKOGAWA Integral Oxygen Analyzer ZR202G-040-S0A0N-E-T-T-A/Z (2 inch, 150#, or equivalent), including all necessary fittings, installation labor, and verification of functionality. Output signals must terminate to Boiler 3 burner/boiler controls and local display; the oxygen analyzer must actively control burner fuel/air ratio trim. The double-walled stack (36 inches diameter, Selkirk Metalbestos Model P.S., steel interior, galvanized steel exterior) operates at design pressure of 200 psi, typical operating pressure of 82 psi, and typical operating temperature of approximately 330 degrees Fahrenheit. The steam flow meter provides 4-20 mA analog output, wired directly to a CB Hawk analog terminal block.
Technicians must have completed at least one year of trade school and five years of experience with institutional and industrial boiler plants similar to the facility; specific experience on Cleaver Brooks boilers is preferred. The contractor bears full responsibility for any damage to property or boilers, including repair and interim operational costs. Work hours are normally 7:00 AM to 4:00 PM Monday through Friday, with utility outages requiring after-hours or weekend scheduling. VAAR 852.219-75 limits subcontracting to no more than 75% of government payment, excluding material costs. A mandatory site visit is scheduled for October 20 between 10:00 AM and 1:00 PM Eastern Time at Building 29 (Engineering Building). Questions are due October 20 at 10:00 AM Central Time. Contact Sheryl Harris at sheryl.harris5@va.gov or Payton McGraw at payton.mcgraw@va.gov to schedule the site visit.
