About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 22 is conducting market research through a Sources Sought Notice for the installation of rooftop HVAC systems on two ambulances at the Northern Arizona VA Medical Center in Prescott, Arizona. The primary service required is the installation of a Furrion Chill FACR13SA rooftop HVAC system with integrated heat strip or an equivalent system meeting specified technical requirements, including minimum 13,500 BTU capacity, dual-fan design, integrated temperature control, noise reduction technology, UV-resistant housing, and compliance with UL, CSA, RVIA, ANSI A119.2, DOE, and EPA standards. The systems must operate on 115V/30-amp shore power when the ambulances are parked to maintain proper climate control for temperature-sensitive medical equipment and supplies. Responses must include comprehensive company information, Unique Entity ID, CAGE Code, Tax ID, business classification, and a detailed capability statement demonstrating technical expertise and experience in rooftop HVAC vehicle modifications. All responders must be registered in the System for Award Management (SAM), and written responses are due by 11:00 AM Pacific Time on March 23, 2026, to Contracting Officer David Odne at david.odne@va.gov.

This procurement is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under Public Law 109-461; however, if the Government receives an insufficient number of qualified SDVOSB responses, it may pursue alternate set-asides or full and open competition. No incumbent contractor or current contractor information is identified in this market research announcement. The procurement encompasses installation work on exactly two ambulances to be completed by certified technicians at a local vendor location, with vehicles to be picked up and returned to station upon completion. While no specific dollar value or timeline for completion is provided in the notice, the scope is limited and represents a relatively small-dollar maintenance and modification project. Installation must comply with all applicable federal and industry standards, and all vendors must demonstrate capability in RV-style rooftop HVAC system installation and integration with vehicle electrical systems.
