About this file

This is an abstract submission template and instructions document for DARPA solicitation DARPA-PS-26-115, the Multi X Office (MXO) Office-wide Innovative Solutions Opening. The document establishes mandatory formatting and content requirements for all abstract submissions, which serve as a gating mechanism for full proposal submission. Abstracts must not exceed six pages (excluding cover sheet, Rough Order of Magnitude cost table, table of contents, and bibliography), be formatted on 8.5 by 11-inch paper with one-inch margins and minimum 12-point font, and be submitted in PDF or Microsoft Word format in English. All submissions must be classified at the UNCLASSIFIED or Controlled Unclassified Information level with proprietary data appropriately marked.

The abstract must include seven sections: Innovative Claims (describing the uniqueness and benefits relative to current state-of-the-art), Technical Approach, Deliverables, Other Research, Capabilities/Management Plan (including organization chart, team member capabilities, task responsibilities, teaming strategy, and key personnel effort), Rough Order of Magnitude Cost, and Bibliography (maximum two pages). Abstracts must be submitted through the Broad Agency Announcement Tool and received by the posted due date; late submissions will not be reviewed. DARPA will notify proposers within 30 calendar days whether they are invited to submit a full proposal. Only proposers receiving invitation to propose following abstract review are eligible to submit full proposals; favorable abstract responses do not guarantee subsequent proposal selection. The solicitation seeks revolutionary research ideas addressing topics not covered by existing MXO programs or other DARPA solicitations, excluding evolutionary improvements to current practice.

Proposers are required to submit an abstract before submitting a full proposal. DARPA will respond to abstracts with a statement as to whether DARPA:

a. Invites the proposer to submit a full proposal or,

b. Does not invite the proposer to submit a full proposal with a rationale for this decision.

Only proposers who receive an invitation to submit a full proposal from DARPA following abstract review are eligible to submit a full proposal. Proposals submitted by proposers who did not submit an abstract, or who did not receive an invitation to propose, will not be evaluated. A favorable response to an abstract does not guarantee that a subsequent proposal will be selected for award negotiation. DARPA will make a reasonable attempt to provide official notifications regarding abstract review outcomes within 30 calendar days of submission. Notifications will be sent via email to the Technical and/or Administrative points of contact listed on the abstract cover sheet.

Abstracts must be submitted through the Broad Agency Announcement Tool, must follow the instructions outlined herein, and must be received by DARPA no later than the due date and time listed in the Overview Information section. Abstracts received after this time and date may not be reviewed. Please see Proposer Instructions: General Terms and Conditions for instructions on submitting abstracts via the Broad Agency Announcement Tool (BAAT), as well as Attachment A for guidance on how to utilize BAAT.
