About this opportunity

The Minnesota Army National Guard seeks two brand-name MX908 Handheld Mass Spectrometer Chemical Detectors manufactured by 908 Devices Inc., with associated training, with quotes due August 26, 2026. The procurement is a Women-Owned Small Business set-aside, issued as a brand-name RFQ under FAR 13.106-1(b)(1), citing the MX908's unique High-Pressure Mass Spectrometry technology as the only handheld chemical detector capable of trace-level opioid and threat detection required for the Counterdrug Program.

Place of performance is Little Falls, Minnesota (Camp Ripley Training Site). Hardware delivery must occur within 90 days of order receipt under FOB Destination terms, with the contractor bearing shipping costs. Each detector kit (Part Number 900-00095) must include the device, Type A North American TAA-compliant power cable, manufacturer-approved training chemicals, and a Core Clear & Charge Station. The contractor must also provide one on-site operator training course supporting up to ten students, covering system operation, field safety, sample preparation, and maintenance, with training dates coordinated within 30 days of hardware delivery acceptance.

Equipment must be brand new, United States manufactured, and fully Berry Act compliant. The NAICS code is 334516 (Analytical Laboratory Instrument Manufacturing); size standard is 1,250 employees. Evaluation comprises three factors: Technical Capability (equipment configuration, training services, delivery schedule), Past Performance (relevancy within three years), and Price, with non-price factors combined being approximately equal to price. This is a Short of Award action; the Government anticipates using FY27 Operations and Maintenance funds but reserves the right to use FY26 funds if available. Contracting Officer Eric Ahlgren, 320-616-2775. Delivery deadline is December 31, 2026.
