About this file

This is a Statement of Work (SOW) for the procurement of handheld mass spectrometer chemical detectors and operator training for the Minnesota Army National Guard (MN ARNG) Counterdrug Program.

The acquisition requires two (2) brand-name MX908 Handheld Mass Spectrometer Chemical Detectors manufactured by 908 Devices, configured with high-pressure mass spectrometry (HPMS) capability in a handheld form factor. All equipment must be brand new (not refurbished), manufactured in the United States, and fully Berry Act Compliant. Each detector kit (Part Number 900-00095) must include the device, Type A North American power cable (TAA Compliant), manufacturer-approved training chemicals for calibration and student training, and a Core Clear & Charge Station maintenance accessory featuring particulate clearing capability and an integrated dual-bay battery charger. Additionally, the contractor must provide one (1) on-site operator training course (CONUS) supporting up to ten (10) students, covering system startup and operation, field safety protocols and chemical handling, sample preparation and interpretative results, and routine maintenance and troubleshooting. Hardware delivery must occur within ninety (90) days after receipt of order with Free on Board (FOB) Destination shipping terms, with the contractor bearing all shipping costs and risk of loss. Training dates must be coordinated with the MN ARNG Technical Point of Contact within thirty (30) days of hardware delivery acceptance.
