Evaluation--Commercial Products and Commercial Services (Feb 2026) (Deviation 2026- O0038)

(a) The Government will award a contract resulting from this solicitation to Evaluation factors.

the responsible Offeror whose offer conforming to the solicitation represents the Best Value to the Government, price and other factors considered. Award may be made to a higher-priced Offeror if the technical superiority or superior past performance of that Offeror's proposal justifies the additional cost.

The following factors will be used to evaluate offers:

Factor 1: Technical Capability The Government will evaluate the Offeror's proposal to determine its capability to deliver the products and services outlined in the Statement of Work (SOW). Evaluation will focus on the following subfactors:

Subfactor A: Equipment Configuration: The Offeror must propose the exact brand name products and quantities specified in the SOW: MX908 Handheld Mass Spectrometer

, including the Core Clear & Charge Station, Chemical Detectors (Product Code 900-00095) TAA-compliant power cables, and training chemicals. Proposals that demonstrate an enhanced ability to secure and rapidly deploy the specified equipment configuration may be evaluated more favorably.

Subfactor B: Training Services: The Offeror must propose a comprehensive plan to provide the CONUS-based, On-Site Operator Training course for up to 10 students, covering basic operation, safety, and sampling recommendations. Proposals demonstrating superior instructor qualifications, training materials, or curriculum structures may receive higher technical ratings.

Subfactor C: Delivery Schedule: The Offeror must propose a delivery schedule under FOB shipping terms. While the maximum allowable delivery window is 90 days After Destination

Receipt of Order (ARO), the Government may evaluate shorter, more accelerated delivery timelines more favorably.

Factor 2: Past Performance The Government will evaluate the Offeror's record of recent and relevant past performance to assess confidence in the Offeror's ability to successfully execute the contract requirements.

Relevancy and Recency: The Government will evaluate projects of similar scope (delivery of chemical detection hardware and specialized operator training) completed within the past three

(3) years.

Confidence Assessment: Offerors will receive a qualitative confidence rating (e.g., Substantial , , , , or Confidence Satisfactory Confidence Neutral/Unknown Confidence Limited Confidence No ) based on the quality, timeliness, and customer satisfaction of their previous Confidence contract actions.

Note: In accordance with FAR 15.305(a)(2)(iv), an offeror without a record of relevant past performance or for whom information on past performance is not available, will not be evaluated favorably or unfavorably on past performance and will receive a "Neutral/Unknown Confidence" rating.

Factor 3: Price The Government will evaluate the total proposed price for completeness and price reasonableness. The total evaluated price will represent the sum of the hardware units, standard accessory configurations, and the required on-site training program. Price may become more critical as technical capability and past performance scores between offerors become more equal.

Evaluation factors other than price (Technical Capability and Past Performance), when combined, are approximately equal to price. Under this Trade-Off evaluation scheme, the Government reserves the right to award the contract to other than the lowest priced offeror in order to obtain premium performance, accelerated delivery, or reduced implementation risk.

(b) Options are not included in this requirement.Options (Not Applicable).

(c) A written notice of award or acceptance of an offer furnished to the Notice of award.

successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
