About this opportunity
This Special Notice constitutes a sole source procurement synopsis issued by the Department of the Army Materiel Command Contracting Command Redstone Arsenal (ACC-RSA) on January 14, 2026. The notice announces the government's intent to procure MVRsimulation VRSG7 Software Maintenance for the latest release in a single-port configuration. ACC-RSA has determined that MVRsimulation, Inc. is the only source capable of fulfilling this requirement in accordance with Federal Acquisition Regulation (FAR) 16.505(b)(2)(i)(B). The procurement applies NAICS Code 513210 (Software Publishers) and covers yearly maintenance services for proprietary copyrighted software utilized by the Aviation Systems Integrated Labs (AVNSIL). This notice provides an opportunity for all responsible sources to submit capability statements, proposals, or quotations for consideration, despite the sole source justification.
The objective of this procurement is to secure annual software maintenance renewals encompassing eight single-port VRSG7 licenses and nine multi-port licenses, each with unique dongle identifications. The submission deadline is January 22, 2026, providing interested parties eight days to respond to this notice of intent, which is not a request for competitive quotes. All responsible sources are eligible to submit responses; however, interested parties should be aware that the government will not reimburse any costs incurred in preparing submissions. The government's market research determined that switching from MVRsimulation would compromise compatibility with existing flight terrain simulators and impact mission-critical requirements such as Army Interoperability Testing and Certification. The desired award date is February 16, 2026, and the agency notes that future similar requirements will be pursued through full and open competition.
