About this file
This Memorandum for Record documents a sole source procurement for MVRsimulation VRSG v7 Software Maintenance Renewals for the Aviation Systems Integrated Labs (AVNSIL). The contract is for a proprietary software that provides geo-specific simulation with game-quality graphics, specifically tailored for military training simulators. The AVNSIL team conducted market research and determined that MVRsimulation is the only vendor capable of meeting their unique requirements, including a plugin system for multi-viewport functionality, Apache target tracking features, video streaming capabilities, and integrated radar simulation.
The procurement will be a sole source purchase order with a fixed price, with a desired award date of February 16, 2026. Market research included searches on DoD ESI, CHESS ITES-SW2 (with a Request for Information and Request for Quote), and GSA Advantage, all of which returned negative results. The justification emphasizes that changing to an alternative software would severely impact the compatibility of current flight terrain simulators and compromise the ability to meet mission requirements such as Army Interoperability Testing and Certification. The document notes that while this procurement limits competition, future requirements will be fully competed and alternative vendors will be considered.

4. Authority:
FAR 13.106-(b)(1)(ii): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.
Or
FAR 8.405-6(a)(1)(i)(B) and 8.405-6(b)(1) Brand Name FAR 8.405-6(a)(1)(i)(A) Urgency FAR 8.405-6(a)(1)(i)(B) Only One Source is Capable FAR 8.405-6(a)(1)(i)(C) Logical Follow-on
Or
FAR 16.505(b)(2)(i)(B) Only One Awardee is Capable FAR 16.505(a)(4) Brand Name FAR 16.505(b)(2)(i)(A) Urgency FAR 16.505(b)(2)(i)(C) Logical Follow-on FAR 16.505(b)(2)(i)(D) Minimum Guarantee
5. Reasons for Authority Cited:
a. The Whole World Terrain Database within the Aviation SIL infrastructure uses the proprietary MVRsimulation VRSG Software. The MVRSimulation VRSG is a Microsoft DirectX based render engine that provides geo-specific simulation as an image generator (IG) with game quality graphics. MVRSimulation VRSG supports the typical features required for image generators used in flight, ground vehicle, and infantry training simulators, and many other military simulation applications. MVRSimulation, Inc, VRSG v7.0 Software Maintenance is the only known available software that is compatible with the following customer requirements: plugin system for concurrent multi-viewport from single channel instance, API features necessary for implementation of Apache target tracking and designation, video streaming and KLV metadata features used for publishing of Apache sensor video and MUMT integration, and integrated radar simulation required for implementation of Apache Fire Control Radar capability.
MVRsimulation is the sole developer of the VRSG v7.0 Software and is the only seller for the renewal of the AVNSIL software licenses that are used at multiple locations.
Changing the MVRsimulation software to another visual terrain software would change the terrain format and severely impact the compatibility of the current AVNSIL flight terrain simulators. If the specified software renewal is not renewed, AVNSIL would be unable to accomplish its flight simulation, which is a customer-required component of the flight capability in the Aviation Systems Integrated Labs. Without this capability, the labs would not be able to meet mission requirements, such as Army Interoperability Testing and Certification (AIC).
b. The AVNSIL team conducted extensive market research by performing Internet searches for brands of virtual reality scene generators that would satisfy customer requirements. Two brands were identified, MVRsimulation's VRSG and Bohemia Interactive Simulation's VBS Blue IG were selected for comparison. Of the two, Blue IG is not compatible and lacked the following features required for AVNSIL capabilities and requirements (see below):
1. Plugin system lacks concurrent multi-viewport from single channel instance
2. Plugin system lacks several key API features necessary for implementation of Apache target tracking and designation system
3. Lacks video streaming and KLV metadata features used for publishing of Apache sensor video and MUMT integration of JSIL UAVs
4. Lacks an integrated radar simulation required for implementation of Apache Fire Control Radar (FCR) capability
The unique features of MVRsimulation's VRSG make it the optimal choice for our ongoing needs.
c. The unique requirement for the MVRsimulation VRSG v7 Software Maintenance subscription for terrain simulators limits competition. All future requirements will be fully competed practical and other vendors will be considered. Internal organization meetings with projects utilizing alternative scene generators will be had to increase awareness of potential competition.
6. Publicizing Contract Actions: For FAR Part 13 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.203 do not apply due to the $ threshold, apply and will be followed, or X do not apply due to an exception at 5.202(a)(11).
Requirement to post justification in accordance with FAR 8.405-6(b)(3), FAR 13.105(c), or FAR 16.505(a)(4)(iii)(A) as follows:
Action is a brand name restriction, over $25K but less that simplified acquisition threshold. It will be redacted and posted with the Request for Quote/Solicitation.
Exceptions to posting:
Action is NOT a brand name restriction and is under $150K, Action is a brand name restriction, under $25K.
X Action is a brand name restriction over $25K but will not be posted due to exception:
FAR 6.305(f) FAR 8.405-6(b)(3)(A) FAR 8.405-6(b)(3)(B) FAR 8.405-6(b)(3)(C) FAR 16.505(a)(4)(iii(C)
