About this opportunity
The Combat Capabilities Development Command (DEVCOM), Aviation and Missile Center (AvMC) at Redstone Arsenal, Alabama, issued this Special Notice on December 22, 2025, as a sole source synopsis for the procurement of thirty-two MVR Simulation Virtual Reality Scene Generator (VRSG) renewals. The Army Contracting Command published this notice under Federal Acquisition Regulation (FAR) 16.505(b)(2)(i)(B), which permits limited competition based on brand name requirements. This is not a competitive solicitation; rather, it represents an announcement of the government's intent to purchase from a sole source. Market research conducted by the Software Simulation Systems Engineering and Integration Directorate (S3I) determined that only one vendor meets the specific technical requirements for this procurement. The notice invites responses from capable sources within seven days of publication, though phone calls will not be accepted.
The procurement supports the Joint System Integration Laboratory's (JSIL) primary training system, MUSE/AFSERS, which requires VRSG software to generate photorealistic 3D landscapes, buildings, and target representations for drone camera simulation and to accurately replicate drone sensor capabilities including night vision and thermal imaging. The stated objective is to acquire software licenses that enable the training system to provide authentic sensor simulation and environmental visualization essential for drone operator training. The deadline for contractor responses is January 2, 2026, and the government intends to award the contract on February 2, 2026, as a fixed-price arrangement funded from Research and Development budgets. While this synopsis does not solicit competitive bids, any capable contractor may submit a response within the specified timeframe to be considered by the government. The NAICS category for this procurement is Software Publishers (513210), indicating the technology-focused nature of the requirement.
Notice text
THIS IS A SOLE SOURCE SYNOPSIS! The Combat Capabilities Development Command (DEVCOM) Aviation and Missile Center (AvMC), Redstone Arsenal, Alabama, has a brand name requirement for The Combat Capabilities Development Command (DEVCOM), Aviation and Missile Center (AvMC), Software Simulation Systems Engineering and Integration Directorate (S3I). This requirement is to purchase thirty-two (32) MVR Simulation Virtual Reality Scene Generator (VRSG) renewals IAW FAR 16.505(b)(2)(i)(B). Without VRSG, the JSIL couldn't make their main training system, MUSE/AFSERS, show lifelike landscapes, buildings, and targets for drone cameras, nor could it accurately mimic how drone sensors (like night vision or heat sensors) actually see.
This notice of intent is not a request for competitive quotes; however, the Government will consider any responses from capable sources received within 7 days after date of publication of this synopsis. Phone calls will not be accepted.
