About this file

This Memorandum for Record documents a sole source purchase order for thirty-two (32) MVR Simulation Virtual Reality Scene Generator (VRSG) renewals for the Combat Capabilities Development Command (DEVCOM), Aviation and Missile Center's Software Simulation Systems Engineering and Integration Directorate. The procurement is critical for the Joint System Integration Laboratory (JSIL) drone training system, MUSE/AFSERS, which requires VRSG to generate realistic 3D environments and simulate drone sensor capabilities. Market research confirmed that only MVRsimulation's VRSG meets the specific technical requirements, with an alternative product from Bohemia Interactive Simulation lacking necessary features for Apache target tracking, video streaming, and radar simulation. The desired award date is 02 February 2026, with funding sourced from Research and Development budgets, and the contract will be a fixed-price arrangement.

3. Description of Services or Supplies: The Combat Capabilities Development Command (DEVCOM), Aviation and Missile Center (AvMC), Software Simulation Systems Engineering and Integration Directorate (S3I) has a requirement to purchase thirty-two (32) MVR Simulation Virtual Reality Scene Generator (VRSG) renewals.

Without VRSG, the JSIL couldn't make their main training system, MUSE/AFSERS, show lifelike landscapes, buildings, and targets for drone cameras, nor could it accurately mimic how drone sensors (like night vision or heat sensors) actually see.

This software is so deeply built into everything the JSIL does for drone training that if they didn't have it, they'd essentially lose their ability to prepare drone crews for real missions, wasting years of work and forcing them to start from scratch at a huge cost, leaving soldiers unprepared for modern warfare.

Desired Award Date: 02 February 2026

4. Authority:

FAR 13.106-(b)(1)(ii): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.

Or

FAR 8.405-6(a)(1)(i)(B) and 8.405-6(b)(1) Brand Name FAR 8.405-6(a)(1)(i)(A) Urgency FAR 8.405-6(a)(1)(i)(B) Only One Source is Capable FAR 8.405-6(a)(1)(i)(C) Logical Follow-on

Or

X FAR 16.505(b)(2)(i)(B) Only One Awardee is Capable FAR 16.505(a)(4) Brand Name FAR 16.505(b)(2)(i)(A) Urgency FAR 16.505(b)(2)(i)(C) Logical Follow-on FAR 16.505(b)(2)(i)(D) Minimum Guarantee

5. Reasons for Authority Cited:

a) MVRsimulation's Virtual Reality Scene Generator (VRSG) is a core component of the Multiple Unified Simulation Environment / Air Force Synthetic Environment for Reconnaissance and Surveillance (MUSE/AFSERS) system. MUSE/AFSERS, as a high-fidelity flight simulation and training environment for Unmanned Aircraft Systems (UAS), Remotely Piloted Aircraft (RPA), and other airborne platforms, relies heavily on VRSG's ability to generate realistic 3D virtual environments and sensor simulations.

b) The JSIL team conducted extensive market research by performing Internet searches for brands of virtual reality scene generators that would satisfy customer requirements.

Two brands were identified, MVRsimulation's VRSG and Bohemia Interactive Simulation's VBS Blue IG were selected for comparison. Of the two, Blue IG is not compatible and lacked the following features required for AVNSIL capabilities and requirements (see below):

1. Plugin system lacks concurrent multi-viewport from single channel instance

2. Plugin system lacks several key API features necessary for implementation of Apache target tracking and designation system

3. Lacks video streaming and KLV metadata features used for publishing of Apache sensor video and MUMT integration of JSIL UAVs

4. Lacks an integrated radar simulation required for implementation of Apache Fire Control Radar (FCR) capability

c) The consequences of neglecting MVRsimulation VRSG7 software maintenance are severe and complex, directly jeopardizing military readiness, incurring substantial financial penalties, and escalating cyber risks. Without crucial updates, the MUSE/AFSERS system will operate with outdated scenarios, failing to prepare personnel for emerging threats and current operational environments, leading to a critical degradation in training effectiveness and a heightened risk of mission failure in real-world UAS/RPA operations.

6. Publicizing Contract Actions: For FAR Part 13 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.203 do not apply due to the $ threshold, apply and will be followed, or

X do not apply due to an exception at 5.202(a)(6)

Requirement to post justification in accordance with FAR 8.405-6(b)(3), FAR 13.105(c), or FAR 16.505(a)(4)(iii)(A) as follows:

X Action is a brand name restriction, over $25K but less that simplified acquisition threshold. It will be redacted and posted with the Request for Quote/Solicitation.

Exceptions to posting:

Action is NOT a brand name restriction and is under $150K, Action is a brand name restriction, under $25K.

X Action is a brand name restriction over $25K but will not be posted due to exception:

FAR 6.305(f) FAR 8.405-6(b)(3)(A) FAR 8.405-6(b)(3)(B) FAR 8.405-6(b)(3)(C)

X FAR 16.505(a)(4)(iii(C)

7. Market Research: Market Research was performed by Josh Dobosz, Procurement Analyst, CCDC Aviation and Missile Center, S3I On 2nd July 2025, the Computer Hardware Enterprise Software and Solutions (CHESS) Enterprise License Agreement (ELA) and Department of Defense (DoD) Enterprise Software Initiative (ESI) were researched and yielded no results. On July 3rd, 2025. Request for Information to the Computer Hardware Enterprise Software and Solutions (CHESS) Information Technology Enterprise Solutions-3 Hardware (ITES-3H) contracts and yielded no results. A CHESS Statement of Non-Availability (SoNA) was requested and approved on July 14th, 2025.
