About this opportunity
The U.S. Army Corps of Engineers, Vicksburg District, seeks an in-frame major overhaul of two Caterpillar 3512 marine propulsion engines aboard the M/V William James, with proposals due June 5 and questions due by the proposal deadline. The procurement is a total small business set-aside under NAICS 336611 (Ship Building and Repairing) with a 1,300-employee size standard.
Place of performance is USACE Vicksburg Harbor, 2577 Haining Road, Vicksburg, MS 39183. Work must be completed by December 31, 2026. The engines (Serial Numbers S2J00211 & S2J00214, Arrangement 2322505) require disassembly, repair, and reassembly onsite per Caterpillar maintenance manual specifications. All replacement parts must be new OEM Caterpillar or Caterpillar reconditioned parts meeting factory specifications, with a minimum one-year factory warranty on parts and labor. The scope includes replacement of turbocharger cartridges, oil coolers, pumps, cylinder heads, fuel injectors, cylinder packs, bearings, seals, gaskets, filters, oil pan groups, and engine control room displays (CMD Display Group). Work must be performed by Caterpillar-certified technicians only. The contractor must arrange marine engine alignment services and reinstall chockfast. USACE will provide crane and lifting assistance.
The estimated value is $335,000. A brand-name justification restricts competition to Caterpillar parts based on mission criticality and warranty equivalence to new engines. Security requirements include personnel background vetting, NCIC-III and TSDB vetting for unescorted access, E-Verify employment eligibility verification, DoD/Army security training within 30 days of award, and prior approval from the Vicksburg District Security Officer for any non-U.S. citizen workers. Evaluation criteria prioritize capability (successful/unsuccessful rating) followed by price; award goes to the lowest-priced qualifying offer. The solicitation is issued as RFQ W912EE26QA021 under FAR Part 12 (Commercial Items). Amendment 0002, issued May 26, extended the delivery deadline from July 17 to December 31, 2026, and replaced the statement of work in its entirety.
