The Army Contracting Command - Detroit Arsenal intends to competitively award an indefinite-delivery, indefinite-quantity contract to provide museum 3D objects and textile conservation services. The services will support the Army Museum Enterprise mission and include conservation treatment, transportation, and packing of historical military artifacts over five one-year ordering periods. Proposals are due by April 11, 2022 and must include completed pricing workbooks and past performance questionnaires. Questions regarding the solicitation are due by March 17, 2022 with answers posted to SAM.gov by March 24, 2022. The minimum guarantee will be the amount obligated in the first task order of the initial ordering year.
This requirement has been set aside for total small businesses. The principal NAICS code is 541990 and PSC code is R499. There is currently no incumbent. Services will be performed at Fort Belvoir, VA. The contract has an indefinite-quantity structure but the minimum guarantee ensures funding for the first year's requirements. The total contract value will depend on task orders issued over the five year ordering period.

This soliciation was amended on 29 March 2022 at 10:25AM Eastern Standard Time. This amendment formally answers all questions received before the cut-off time and provides written answers to these questions. Additionally, Attachment 001 - Pricing Workbook has been amended. The Army Contracting Command – Detroit Arsenal (ACC-DTA) intends to competitively award, under a Total Small Business Set-Aside, a new Firm Fixed Price (FFP), indefinite-delivery, indefinite-quantity IDIQ contract for Museum 3D Objects and Textiles Conservation Services. This effort is in support of the Army Museum Enterprise (AME) mission to collect, preserve, interpret, and display historical military material, culture, and artifacts. The award will consist of a five (5) 12-month ordering periods. The guaranteed minimum for this contract will be obligated in the first Task Order of Ordering Year One.
Please ensure the following provisions are filled in and returned with your response: 52.204-17, 52.204-24, 52.209-7, 52.209-11, 52.212-3, and 252.204-7007 Alternate A. The Pricing Workbook and Past Performance Questions must also be returned in order to be considered responsive.
All questions related to this RFP must be submitted, in writing, no later than 17 March 2022 at 11:00AM Eastern Standard Time. All Questions and Answers related to this RFP will be posted, here, to SAM.gov, no later than 24 March 2022 at 4:30PM EST.
