LOCAL NARRATIVES

A1. ELECTRONIC CONTRACTING

(a) All Army Contracting Command – Detroit Arsenal solicitations will be publicized on the System for Award Management website (https://www.sam.gov). Any additional attachments, including Technical Data Packages (TDPs) when available electronically, will be separate attachments or links embedded in the solicitation.

(b) Vendors are required to submit a proposal in accordance with Section L of this solicitation.

(c) Please pay close attention to the Issued By block location on the cover page of the solicitation for closing date and time. The closing date and time is based on the local time of the listed location of the Issued By office. In accordance with FAR 15.208(a), offerors are responsible for submitting proposals, and any revisions, and modifications, so as to be received by the Government office designated in the solicitation by the time specified.

(d) It is the responsibility of the Offeror to ensure the proposal/quote is received by the date and time specified on the cover page of this solicitation. In accordance with FAR 15.208, if the proposal/quote was not received at the initial point of entry to the Government infrastructure (in this case, received through SAM) by the exact date and time specified on the cover page of this solicitation, it will be determined late. Proposal/quote is defined to mean ALL volumes or parts required in the solicitation are included in the electronic submission.

Note: There is no "expected" or "target" length of time for proposal submission; size and content may be factors, therefore offerors are strongly cautioned when submitting proposals to allow adequate time for submission.

(e) Solicitations may remain posted on www.SAM.gov after the solicitation closing date. If the response deadline has passed for the solicitation, vendors will no longer be able to submit electronic responses.

(f) Any award issued as a result of this solicitation will be distributed electronically. In the event of a FOIA request for a copy of any award issued as a result of this solicitation, or any subsequent modifications to the contract, the contract and modifications will be released, including the awarded unit price. This is the notice required by Executive Order 12600 (June 23, 1987) of the Government’s intention to release unit prices in response to any request under the Freedom of Information Act (FOIA), 5 USC 552. Unit price is defined as the contract price per unit or item purchased as it appears in Section B of the contract and is NOT referring to nor does it include Cost or Pricing data/information. If an Offeror objects to such release in the base contract or contract modifications, the Offeror must notify the contracting officer in writing prior to the closing date identified in this solicitation and include the rationale for the objection consistent with the provisions of FOIA. A release determination will be made based on rationale given.

(g) Questions pertaining to this solicitation should be directed to the Contract Specialist identified on the cover page of this solicitation. Any questions regarding this RFP must be received by the Contract Specialist no later than March 17 , 2022 at 11:00AM Eastern Standard Time. Responses to questions are not considered changes to the RFP as the only way the RFP can be modified is through an amendment that will be issued. Section C - Descriptions and Specifications

PERFORMANCE WORK STATEMENT

Performance Work Statement For 3-D Object and Textile Conservation Treatment Services US Army Center of Military History Museum Division Part 1 General Information

C.1 General: This is a non-personal services contract to provide professional museum conservation services, assessment, documentation, and conservation treatment for three-dimensional (3-D) museum artifacts and textiles for the U.S. Army Center of Military History (CMH) Division in Washington, D.C. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the contractor, who in turn is responsible to the Government.

C.1.1 DESCRIPTION OF SERVICES/INTRODUCTION: The contractor shall provide all personnel, labor, facilities, equipment (except as otherwise specified in Section C.3, Government Furnished Property) and transportation necessary for the assessment, cost estimate, conservation management, and treatment services for individual historical 3-D objects, such as: military equipment and accessories like medals, leather bags, belts, helmets, and canteens; edged weapons; artifacts that are related to army operations such as training aid models and/or textiles, such as: flags, banners, ribbons, uniforms, and headwear from the Army Museum Enterprise (AME) Collection. Additional tasks shall also include materials, supervision, and other items and non-personal services necessary to perform 3-D object or textile conservation treatment services to CMH as defined in this Performance Work Statement (PWS), except for those items specified as Government Furnished Property (GFP) and services. All conservation treatment services will be performed at the location of the contractor’s conservation studio, not on Government property. The contractor will not be given any Government equipment for the fulfillment of this contract other than the AME artifacts outlined in Section C.3.1 and C.3.3. There is never a need for the contractor to access any Government computer, database or operating system. The contractor shall perform to the standards defined in this contract.

C.1.2 BACKGROUND: CMH is responsible for the overall management of the Army's historical material culture and its accountability. The AME manages, funds, and provides museum services to approximately 170 collection sites, in the United States, Korea, and Germany. The Army’s 3-D material culture inventory consists of military equipment and accessories, edged weapons, historic firearms, textiles, communication equipment, and macro 3-D objects such as: cannons, transport vehicles, field artillery pieces, and ordnance. The textile collection is made up of uniforms, flags, banners, and other fabric accoutrement. These historical collections capture the time periods from pre-Revolutionary War to present day. The 3-D objects and textiles in the Army material culture collection vary considerably in condition from those in stable condition to those that are very fragile, deteriorated, and unstable.

Many of the historical 3-D objects and textiles are rare and valuable and require specialized treatment (preservation, conservation, and restoration), specialized museum quality storage materials, museum supplies, and preservation materials to preserve their historical integrity.

C.1.3 OBJECTIVES: CMH intends to make an award for professional historic artifact museum conservation services, which will include:

Transportation to and from vendor location and various CMH sites.

Condition assessment, proposal for treatment, cost estimates, and documentation.

Conservation treatment of selected historical 3-D objects and textiles from the U.S. Army material culture collection.

Requested exhibit preparation, if requested.

C.1.4 SCOPE: The contractor shall perform the following services:

C.1.4.1 Transportation of CMH artifacts and textiles shall be conducted by the contractor, or a qualified fine art packing and shipping company, to the contractor’s location and return packing and shipment to various AME Site Museums as delineated in each task order (TO).

C.1.4.2 Examination and condition assessment of historical 3-D objects or textiles and textiles in accordance with

(IAW) CDRL A006.

C.1.4.3 Treatment recommendations, including treatment options where appropriate, and cost estimation for conservation of historical 3-D objects or textiles IAW CDRL A003.

C.1.4.4 Conservation treatment of historical 3-D objects or textiles IAW CDRL A006.

C.1.4.5 The contractor shall provide project management for the project to include a list of deliverables, schedule of deliverables, milestone dates, management of sub-contractors, and packing and transportation of historical 3-D objects or textiles IAW CDRL A002.

C.1.4.6 The contractor shall provide project management of all technical and administrative tasks associated with the planning, initiation, execution, and completion/termination of 3-D objects or textile conservation projects IAW

CDRL A006.

C.1.4.7 PROJECT SCHEDULES: Contractor shall prepare and present to the Contracting Officer’s Representative (COR) the proposed project schedules, complete with milestone dates for COR approval. The contractor shall, during the course of the project, track the project to see that the project remains on schedule IAW CDRL 0002.

C.1.4.8 COMMUNICATION PLAN: The contractor shall communicate with COR monthly, via email, on the progress of the current TO, reporting if there are any concerns or problems IAW CDRL A003.

C.1.5 PERIOD OF PERFORMANCE: The Period of Performance shall be for five (5), one (1) year ordering periods beginning the date of contract award. The Government reserves the unilateral right to not exercise an ordering period. The overall contract period of performance is as follows:

C.1.6 GENERAL INFORMATION

C.1.6.1 QUALITY CONTROL: The contractor shall develop and maintain an effective Quality Control Program (QCP) to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s QCP is the means by which the contractor assures itself that its work complies with the requirement of the contract. At a minimum, the contractor shall develop quality control procedures that address the areas identified in Technical Exhibit 1, “Performance Requirements Summary” (PRS). The contractor shall develop and submit for Government approval a QCP to the COR within 10 days after contract award. The contractor shall implement procedures to identify and prevent defective services from recurring. The Government COR must have a specific quality control inspector to notify in case of complaints IAW CDRL A005.

C.1.6.2 QUALITY ASSURANCE: The Government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the

Government must do to ensure that the contractor has performed IAW the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s)

IAW CDRL A007.

C.1.6.3 RECOGNIZED FEDERAL HOLIDAYS: Since the services of this contract will not be performed at the Government site, the contractor may choose to work on these recognized Government holidays.

C.1.6.4 HOURS OF OPERATION: The contractor is responsible for setting its own work schedule. The contractor shall, at all times, maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the workforce are essential.

C.1.6.5 PLACE OF PERFORMANCE: The work to be performed under this contract will be performed at the contractor’s facility.

C.1.6.6 TYPE OF CONTRACT: The Government anticipates awarding a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract. The initial period of performance shall be for one (1) year, Ordering Period One, of twelve (12) months and four (4) additional ordering periods of twelve (12) months each, for a maximum contract period of performance of not more than five (5) years, or sixty (60) months total. The Government reserves the unilateral right to not exercise an ordering period. The minimum guaranteed amount will be obligated during Ordering Year One of the contract. The amount contained in the first TO on this contract during the Ordering Period One, regardless of the actual amount of the TO will constitute the guaranteed minimum for Ordering Period One of the contract.

C.1.6.7 PHYSICAL SECURITY REQUIREMENTS: The contractor shall employ a 24-hour intrusion and fire monitoring alarm system in the storage and conservation treatment facility where the historical 3-D objects or textiles are stored and treated. Similar security requirements will be maintained by all sub-contractor personnel in the storage and conservation treatment facility maintained by the sub-contractor. It will be the requirement of the contractor to verify the maintenance of these security requirements on the part of sub-contractor personnel.

C.1.6.8 SPECIAL QUALIFICATIONS: Anti-Terrorism/OPSEC Compliance:

The contractor shall meet all requirements specified in the directive IAW CDRL A004.

1. iWATCH Training. This standard language is for contractor employees with an area of performance within an Army controlled installation, facility or area or for contractors who receive and transport army property. The contractor and all associated sub-contractors shall brief all of their employees on the local iWATCH program (training standards provided by the requiring activity Anti-terrorism Officer).This local developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 30 calendar days of contract award and within ten (10) calendar days of new employees commencing performance with the results reported to the COR no later than (NLT) 30 calendar days after contract award.

2. A written memorandum with the referenced iWatch program will be sent to the contractor by the COR after award and shall be signed by contractor, IAW CDRL A004.

3. The contractor and contractor personnel must be aware of the sensitive nature of working with U.S. Army historical artifacts. These items are not to be publicized (verbally, in writing, printed, or digital), discussed, promoted, or used as client list references during or after the contractor’s association with U.S. Army Historical artifacts. Any questions concerning presentation of treatment must be directed to the COR prior to use of this information.

C.1.6.9 POST AWARD CONFERENCE/PERIODIC PROGRESS MEETINGS: The contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The Contracting Officer (KO), COR, and other Government personnel, as appropriate, may meet periodically with the contractor to review performance. At these meetings, the COR will apprise the contractor of how the Government views the contractor's performance. The contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the Government. These meetings shall take place IAW CDRL A007.

C.1.6.10 CONTRACTING OFFICER REPRESENTATIVE (COR): The COR will be identified by separate letter.

The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: assure that the contractor performs the technical requirements of the contract;

perform inspections necessary in connection with contract performance; maintain written and oral communications with the contractor concerning technical aspects of the contract; issue written interpretations of technical requirements, including Government drawings, designs, and specifications; monitor contractor's performance and notify both the KO and contractor of any deficiencies; coordinate availability of Government furnished property;

and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price and estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order. All contract changes must be approved by the KO, not the COR. The COR is identified below:

C.1.6.11 KEY PERSONNEL: The following personnel are considered key personnel by the Government: Project Manager, Alternate Project Manager, Office Manager, and required Museum Conservators. The contractor shall provide a Project Manager who shall be responsible for the performance of the work. The name and contact information of this person and an alternate, who shall act for the contractor when the Project Manager is absent, shall be designated in writing to the COR. The Project Manager or alternate shall have full authority to act on behalf of the contractor on all contract matters relating to daily operation of this contract. The contract Project Manager or alternate shall be available between 9AM to 4PM, Monday through Friday, except Federal holidays or when the Government facility is closed for administrative reasons. If during the term of this contract there are key personnel changes, the contractor shall verbally notify the COR of changes as they occur and provide written changes not later than five business days after the effective date of the change.

Qualifications for all key personnel are listed below:

C.1.6.11.1 Project Manager and Alternate

C.1.6.11.1.1 The Project Manager and Alternate shall have at least two (2) years in the management of conservation contracts from the US Federal Government, to include management, timelines, and familiarity with Wide Area Work Flow (WAWF).

C.1.6.11.2 Lead Conservator (Senior or Supervisory Conservator), this is the final approving official for all conservation work performed. This is often the business owner and the Conservator with the most experience.

C.1.6.11.2.1 The Lead Conservator shall have an advanced degree from a university offering specialized degrees in Art and Artifact Conservation, or comparable experience demonstrated by portfolio request.

C.1.6.11.2.2 The Lead Conservator shall be a practicing conservator who has at least eight (8) years’ experience in the field of conservation as demonstrated by work history or, if self-employed, portfolio entries for the past five (5) years.

C.1.6.11.3 Assistant Conservator is an assistant to the Lead Conservator. This individual shall have at least two (2) years’ of conservation experience. The Assistant Conservator shall be supervised and have all treatments approved by the Lead Conservator.

C.1.6.11.4 Conservation Technician may be an employee trained on the job or with limited conservation experience who works under the direct supervision of the Assistant or Lead Conservator.

C.1.6.11.5 Office Manager is an administrative position who keeps the conservation business running smoothly. The requirement for this position is two (2) years running a conservation studio.

C.1.6.12 IDENTIFICATION OF CONTRACTOR EMPLOYEES: All contractor personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed.

C.1.6.13 ORGANIZATIONAL CONFLICT OF INTEREST: The contractor and sub-contractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in FAR Subpart 9.5. The contractor shall notify the KO immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the KO to avoid or mitigate any such OCI. The contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the KO and in the event the KO unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the KO may effect such other remedies as he or she deems necessary, including prohibiting the contractor from participation in subsequent contracted requirements which may be affected by the OCI.

PART 2

DEFINITIONS & ACRONYMS

C.2. Definitions & Acronyms:

C.2.1. DEFINITIONS:

C.2.1.1 CONTRACTOR: A supplier or vendor having a contract to provide specific supplies or service to the Government. The term used in this contract refers to the prime.

C.2.1.2 CONTRACTING OFFICER (KO): A person with authority to enter into, administer, and/or terminate contracts, and make related determinations and findings on behalf of the Government. Note: The KO is the only individual who can legally bind the Government.

C.2.1.3 CONTRACTING OFFICER'S REPRESENTATIVE (COR): An employee of the U.S. Government appointed by the Contracting Officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.

C.2.1.4 DEFECTIVE SERVICE: A service output that does not meet the standard of performance associated with the Performance Work Statement.

C.2.1.5 DELIVERABLE: Anything that can be physically delivered but may include non-physical things such as meeting minutes.

C.2.1.6 KEY PERSONNEL: Key personnel are required and considered essential to successful contractor performance. Key personnel shall have an in-depth understanding of the requirements and the ability, knowledge, experience, and skills to perform those requirements.

C.2.1.7 PHYSICAL SECURITY: Actions that prevent the loss or damage of Government property.

C.2.1.8 QUALITY ASSURANCE (QA): A method used by the Government to provide some measure of control over the quality of purchased goods and services received.

C.2.1.9 QUALITY ASSURANCE SURVEILLANCE PLAN (QASP): An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.

C.2.1.10 QUALITY CONTROL: All necessary measures taken by the contractor to assure that the quality of an end product or service shall meet contract requirements.

C.2.1.11 SUB-CONTRACTOR: One that enters into a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.

C.2.1.12 WORK DAY: The number of hours per day the contractor provides services in accordance with the contract.

C.2.1.12 WORK WEEK: Monday through Friday, unless specified otherwise.

GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES

C.3. Government Furnished Property, Equipment and Services:

C.3.1 SERVICES: The Government shall furnish to the contractor all historical 3-D objects and textiles outlined in the TO PWS. Contact information will be provided in the PWS of each TO.

C.3.2 FACILITIES: The Government will not be providing facilities under this IDIQ contract.

C.3.3 GOVERNMENT FURNISHED PROPERTY: The contractor will not be using any Government Furnished Property (GFP) for which the contractor will be responsible, other than the actual historical artifacts supplied by the Center of Military History to the contractor for conservation treatment.

PART 4

CONTRACTOR FURNISHED ITEMS AND SERVICES

C.4 Contractor Furnished Items and Services:

C.4.1 GENERAL: The contractor shall furnish all personnel, supplies, equipment, tools, materials, supervision, facilities, services, and other items and non-personal services required to perform work under this contract that are not listed under Section C.3 of this PWS.

PART 5

SPECIFIC TASKS

C.5 Specific Tasks:

C.5.1 BASIC SERVICES: The contractor shall provide services for professional museum conservation of historic 3- D artifacts and textiles, which may include but are not limited to the following:

C.5.1.1 3-D objects and textiles conservation management: IAW this PWS and each subsequent TO, the contractor shall:

C.5.1.1.1 Manage all technical and administrative tasks required for the planning, initiation, execution, and completion or termination of 3-D objects or textiles conservation treatment projects in support of the U.S. Army Center of Military History.

C.5.1.1.2 Coordinate, schedule, and provide professional treatment consultation and assistance services required to evaluate, assess, and intervene as required (either by preservation, conservation and/or restoration) for U.S. Army Museum System historical 3-D objects or textiles selected by CMH.

C.5.1.1.3 The contractor shall either perform the 3-D objects or textiles conservation treatment services on the selected 3-D objects or textiles at the studio of the contractor, or award a sub-contract to a professional 3-D objects or textiles conservator vendor available from a resource pool of pre-qualified conservators identified by the contractor to perform the conservation treatment services. The contractor shall diligently examine the professional credentials and portfolio of the prospective sub-contractors prior to award of a subcontract to the vendor. The contractor shall also inspect and evaluate the prospective subcontractor’s work environment (work facility, conservation laboratory, studio, etc.) prior to sub-contract award in order to ensure sub-contractor compliance with all applicable contract security requirements (i.e.: storage and work area physical security system, intrusion monitoring alarm, fire detection alarm, etc.). Contractor and sub-contractors must meet the following: adherence to the professional standards set forth in the American Institute for Conservation (AIC) Code of Ethics and Guidelines for Practice and be informed of the Anti-terrorism requirements outlined in section C.1.6.8 of this document IAW

C.5.1.1.4 The contractor shall maintain adequate conservation laboratory facilities, equipment, materials, temperature and relative humidity environmental controls consistent with preservation standards and security measures for the 3-D objects and textiles being assessed or treated.

C.5.1.1.5 Maintain comprehensive liability insurance coverage for each 3-D object or textile at its appraised value against its loss from fire, natural disaster, or theft while the 3-D object or textile is in the possession of either the contractor or a sub-contractor. The contractor shall provide a copy of its liability insurance certificate to the Government at time of award. The Government shall indicate the appraised value of each 3-D object and textile in its written request to the contractor for a treatment proposal. IAW CDRL A009.

C.5.1.1.6 Provide transportation for each 3-D object and textile from the museum in which the 3-D object or textile is located to the contractor’s location, and return of the 3-D object or textile to the museum from which the 3-D object or textile came. The location of the 3-D objects or textiles may be the U.S. Army Center of Military History, Museum Support Center, Fort Belvoir, VA, or another museum in the Army Museum System Enterprise. The contractor shall ensure proper packing and loading of each 3-D object and textile IAW professional museum standards. IAW CDRL A008

C.5.1.1.7 Create written records, drawings, photographs, analyses, and scholarly notations during the assessment and treatment of each 3-D object or textile, which shall remain the property of the contractor. The contractor shall submit copies of this data to the Government concurrently with the delivery of each 3-D object or textile that has been treated. The contractor’s invoice will not be paid by the Government until the contractor delivers this data to the Government IAW CDRL A002.

C.5.1.1.8 Maintain regular contact with the COR, via either mail or email, throughout the course of the treatment project for each 3-D object or textile, in order to collaboratively manage the treatment process and to report on the progress of the conservation treatment project. At a minimum, the contractor shall contact the COR upon receipt of the 3-D object or textile to be assessed, before beginning the treatment work, and upon the completion of the treatment work IAW CDRL A003.

C.5.1.2 3-D object or textile condition assessment: The contractor shall evaluate each 3-D object or textile IAW the standards set forth in CDRL A006.

C.5.1.2.1 Manage the 3-D object or textile condition assessment process IAW CDRL A006.

C.5.1.2.2 Submit a written condition assessment report to the Government for each 3-D object or textile delivered by the Government detailing the condition of the 3-D object or textile prior to treatment and including observations on any previous repairs or treatments. The contractor shall inspect, analyze, evaluate, and determine conservation treatment needs as well as provide alternate treatment solutions, where applicable. The recommendations shall be in the form of a detailed, written Proposal for Treatment, including treatment options and alternatives where appropriate, as well as a cost and labor hour estimate for the project, submitted to the COR for formal approval prior to implementation of the conservation treatment. For each conservation project, the contractor shall estimate all conservation costs, including treatment, materials, insurance, packing, transportation, and storage IAW CDRL A001 and CDRL A006.

C.5.1.2.3 Establish schedules, monitor performance, report progress/delays, and coordinate the logistics of packing/unpacking, transportation, loading/off-loading, pickup and delivery of the 3-D objects or textiles conservation treatment. It is acknowledged that the range of conservation treatments and techniques brought to bear in the conservation of selected 3-D objects or textiles will vary with each treatment. The contractor or proposed sub-contractors should be experienced in the conservation of 3-D objects or textiles including historic firearms and macro artifacts, or have the training and experience to identify and understand the requirements of such treatments and be able to access the appropriate information and resources to guide them in the conservation of these artifacts.

Conservation treatments should be in accordance with the American Institute for Conservation (AIC) Code of Ethics and Guidelines for Practice.

C.5.1.3 The following is a list of treatments that may be required during the 3-D objects or textiles conservation treatment process. The range of treatments and considerations is not limited to those included on the list. IAW this PWS and each resulting TO, the contractor shall:

C.5.1.3.1 Furnish all labor, supervision, materials, equipment, and supplies as needed to treat the 3-D objects or textiles.

C.5.1.3.2 Carry out material analysis, as required, to determine all materials used in the production of the 3-D objects or textiles, as well as those used in subsequent treatments and restorations.

C.5.1.3.3 Protect and not compromise the integrity and history of use of the 3-D objects or textiles.

C.5.1.3.4 Maintain an acceptable degree of reversibility in all treatments.

C.5.1.3.5 Remove previous failing or unsightly treatments and restorations where appropriate.

C.5.1.3.6 Compensate areas of loss in paint in a visually compatible manner to areas of loss to match surrounding original colors. Loss compensation must conform to industry standards for reversibility and minimal intervention, and not be visually deceptive.

C.5.1.3.7 Apply appropriate conservation-grade protective surface coatings as necessary.

C.5.1.3.8 Remove all old tape, glues, adhesives, and other residues where practical.

C.5.1.3.9 Remove any mold, insects, or evidence of past insect infestations if found.

C.5.1.3.10 Undertake pest eradication as necessary using freeze sterilization or anoxia treatment processes.

C.5.1.3.11 Disassemble and properly reassemble historic firearms, as necessary, in order to clean and stabilize the firearms.

C.5.1.3.12 Surface clean by vacuum, molecular sponge, anti-static cloth, brush, air stream, or other dry methods as necessary. Aqueous or solvent methods compatible to removing soil, old repairs, or grime are to be selected according to the principles of solubility and spot testing, and according to the type of materials present and condition of the 3-D objects or textiles. Cleaning shall not damage or remove original surface materials.

C.5.1.3.13 Consolidate flaking or unstable paints, rubber, leather, paper, or other materials as necessary.

C.5.1.3.14 Treat corrosion using the most current techniques, avoiding aggressive methods to strip metals to the bare metal surface.

C.5.1.3.15 Submit to the Government digital photographs of the 3-D objects or textiles before, during, and after treatment. The contractor shall provide digital photographs of the 3-D objects or textiles overall, and shall provide detailed close-up digital photographs of any areas of damage, instability, previous restorations, or repairs, and all aspects of the conservation treatment undertaken during the course of the project, IAW CDRL A001.

C.5.1.3.16 Complete a final written conservation treatment report with digital photo documentation detailing the conservation treatment and submit the report to the COR, IAW CDRL A001.

C.5.1.3.17 Provide packing and transportation services that meet acceptable museum standards, IAW CDRL A006 and CDRL A008.

C.5.1.3.18 Ensure the proper loading and off-loading of the 3-D objects or textiles IAW acceptable professional museum conservation standards.

C.5.1.3.19 Deliver the treated 3-D objects or textiles to the Government’s specified delivery location NLT twelve

(12) months after its receipt from the Government for treatment or as otherwise specified in the individual TO, IAW

CDRL A008.
