Questions and Answers: W56HZV-22-R-L011 Museum Conservation 3D Objects and Textiles
1. We are hoping to find out if there is (was) an incumbent contractor performing these services, or if this is a brand new contract. If there is an incumbent, could you please provide the current / previous contract number?
ANSWER: This is a new contract. There is no incumbent currently working on Museum 3D Objects and Textiles Conservation Services for Center of Military History (CMH).
2. [What] exactly to include in the pricing worksheet. Are you looking for an hourly rate or mileage rate?
ANSWER: The Pricing Workbook has been amended to include the way in which the rates should be structured. All Conservation Services Contract Line Item Numbers (CLINs) should be an hourly rate. The Transportation CLINs should be a set dollar amount per mile. The number of hours and miles are estimated in the Pricing Workbook.
3. And you need the past performance [questionnaire] to be sent out to references and then sent back to you directly also by April 11th?
ANSWER: Yes.
4. If I don’t have an on-staff conservator, can I tap into the network of conservators?
ANSWER: Please refer to section C.5.1.1.3 in the PWS. Section C.5.1.1.3 states: The contractor shall either perform the 3-D objects or textiles conservation treatment services on the selected 3-D objects or textiles at the studio of the contractor, or award a sub-contract to a professional 3-D objects or textiles conservator vendor available from a resource pool of pre-qualified conservators identified by the contractor to perform the conservation treatment services.
5. If not, would it be possible to subcontract the transportation, installation, and de-installation with the winning conservation company?
ANSWER: The contractor may utilize a fine art shipping company if transportation is not provided internally. There will be no installation and de-installation of the artifacts. All artifacts will be prepared for shipping by CMH and re-installed by CMH after conservation.
6. I don't see a list of artifacts that require services for the above-referenced solicitation. Are you just looking for rates to perform these services?
ANSWER: Yes. Due to the nature of an IDIQ contract, the future requirements are unknown at this point. The Government is looking for a contractor who can provide these services as they arise.
7. Please explain how to complete Attachment 001 for pricing. What are you looking to use for CLIN rate and final amount. For CLIN 1001, is this a rate, per an hour, per a 12 month period? For CLIN 1002 as well, is this cost per a mile, per hour? What is the total price based on for each CLIN?
ANSWER: Each CLIN is for one Ordering Period. The first digit in the CLIN corresponds with the Ordering Period.
Conservation Services CLINs should be an hourly rate. The Amended Pricing Workbook has an estimation of hours required per each Ordering Period. The Transportation CLINs should be per mile with an estimated number of miles per Ordering Period.
8. Can you please clarify exactly what you want to be included in the proposal. What are the exact things you need for submission?
ANSWER: The proposal must include Volumes 1-3 in Section L of the solicitation. Please refer to Section L for all applicable documentation that is required.
9. What are the proposed insurance limits for both general liability and fine art (flood and theft). Since this ranges per objects it is not clear what to base the final cost on.
ANSWER: $500,000.00.
10. Will transportation include packing of artifacts or will this be undertaken by facility?
ANSWER: Packing of artifacts will be the responsibility of the contractor and should be billed under the Conservation Services CLINs.
