About this opportunity
The United States Air Force Life Cycle Management Center (AFLCMC) is conducting market research through this Request for Information to identify sources capable of providing a Multispectral Camouflage System for special warfare unit recovery teams operating in high-risk environments behind enemy lines. The system must provide concealment across multiple detection spectrums including visual, thermal, radar, and potentially ultraviolet methods, comprising three subsystems: a Static Equipment Kit, a Vehicle Kit, and an Individual Suit. The camouflage system must be effective at detection ranges between 25-1000 meters depending on the subsystem and must be adaptable to various environmental conditions from cold to hot climates. Key performance requirements include specific weight limits, rapid deployment capabilities, and versatility across different terrain types and vegetation conditions. Interested vendors must submit their responses electronically to Contracting Officer Jared Rush and Program Manager Matteo Zucchi by August 1, 2025, at 12:00 PM Eastern time, with submissions limited to 15 pages and including technical capabilities, product specifications, development approaches, and cost estimates.
This opportunity does not utilize any set-aside designations and is open to all eligible contractors. The government files do not identify any current incumbents or existing contractors for this specialized camouflage technology. No specific award values or budget ranges are disclosed in the pre-solicitation notice, as this is purely a market research effort to inform the government's acquisition strategy and performance specifications. The RFI does not specify quantities of systems required or detailed timeline for potential services, focusing instead on gathering industry capabilities and technical approaches. The solicitation is classified under NAICS code 334511 for Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. This Sources Sought Synopsis serves as informational market research only and does not constitute an actual solicitation for proposals.

2. BACKGROUND AND SCOPE The United States (US) Air Force Life Cycle Management Center (AFLCMC), Intelligence, Surveillance and Reconnaissance & Special Operations Forces (ISR & SOF) Directorate, Special Warfare (SW) Program Office (AFLCMC/WISN) is conducting market research to identify possible sources capable of providing a Multispectral Camouflage System. Unit recovery teams operate in extremely high-risk environments, often near and behind enemy lines, where detection can be fatal. The use of the Multispectral Camouflage System will be exercised to avoid detection by enemy forces utilizing a wide array of sensor technologies. This includes visual, thermal, radar, and potentially even ultraviolet or other emerging detection methods.
3. CAPABILITY GA teams will utilize the multispectral camouflage systems during all phases of personnel recovery operations in hostile environments. This will include consideration of terrain, vegetation, and expected enemy sensor capabilities. Refer to KPPs and KSAs table below.
