About this file

This Request for Information (RFI) is issued by the Air Force Life Cycle Management Center to conduct market research for a Multispectral Camouflage System (MsCS) for special warfare unit recovery teams operating in high-risk environments. The system comprises three subsystems: a Static Equipment Kit, a Vehicle Kit, and an Individual Suit, designed to provide concealment across multiple spectrums including visual, thermal, radar, and potentially ultraviolet detection methods.

Key requirements include camouflage effectiveness at detection ranges between 25-1000 meters depending on the subsystem, adaptability to various environmental conditions (from cold to hot climates), and specific performance parameters such as weight limits, deployment speed, and versatility across different terrain types. The RFI solicits responses from interested vendors by August 1, 2025, at 12:00 PM Eastern time, with submissions to be sent electronically to the Contracting Officer Jared Rush and Program Manager Matteo Zucchi. Responses are limited to 15 pages and should include technical capabilities, product specifications, potential development approaches, and cost estimates.

SUBJECT: Request for Information (RFI) – Multispectral Camouflage System

1. NOTICE

This Sources Sought Synopsis (SSS)/Request for Information (RFI) is issued for informational purposes and market research only; it does not constitute a solicitation. The Government will not reimburse any company or individual for any expenses associated with preparing/submitting information in response to this posting. The information provided may be used by the Government in developing its acquisition strategy, statement of work/statement of objectives, and/or performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained within their response as instructed later in this posting.

2. BACKGROUND AND SCOPE

The United States (US) Air Force Life Cycle Management Center (AFLCMC), Intelligence, Surveillance and Reconnaissance & Special Operations Forces (ISR & SOF) Directorate, Special Warfare (SW) Program Office (AFLCMC/WISN) is conducting market research to identify possible sources capable of providing a Multispectral Camouflage System. Unit recovery teams operate in extremely high-risk environments, often near and behind enemy lines, where detection can be fatal. The use of the Multispectral Camouflage System will be exercised to avoid detection by enemy forces utilizing a wide array of sensor technologies. This includes visual, thermal, radar, and potentially even ultraviolet or other emerging detection methods.

3. CAPABILITY

GA teams will utilize the multispectral camouflage systems during all phases of personnel recovery operations in hostile environments. This will include consideration of terrain, vegetation, and expected enemy sensor capabilities. Refer to KPPs and KSAs table below.

4. REQUIREMENT

The Multispectral Camouflage System (MsCS) requirement encompasses three different subsystems: a Static Equipment Kit, a Vehicle Kit, and an Individual Suit. The definitions of these subsystems, along with their unique requirements, are listed below.

a. Key Performance Parameters (KPPs): Sub-system requirements and definitions
