About this opportunity

The Federal Emergency Management Agency (FEMA) Community Survivor Assistance Section is seeking to procure trailer-mounted generators and accessories from Multiquip, Inc. to support their Mobile Emergency Response Support (MERS) Detachments across multiple locations. The procurement includes five complete generator systems consisting of DCA70SSIU4F generators with prime ratings between 45-70Kw, TRLR70USE trailers with electric brakes, hitches, low coolant shutdown kits, storage boxes, power balance kits, and on-site training for each delivery location. The generators must meet specific technical requirements including Tier 4 Final rating, three-phase power, electric start capabilities, sound abatement of 65dB(A), comprehensive safety features, and cold weather starting capabilities. The government will award to the lowest price technically acceptable (LPTA) quoter who can demonstrate compliance with all specifications and delivery requirements. The quote submission deadline is September 24, 2025, with delivery required within 90 days after contract award.

This procurement is designated as a 100% Small Business Set Aside under NAICS codes 335999 (All Other Miscellaneous Electrical Equipment and Component Manufacturing) and 335312 (Motor and Generator Manufacturing) with size standards of 600 and 1,250 employees respectively. While the solicitation references a Sole Source Justification document indicating FEMA's preference for Multiquip products due to existing inventory standardization, the procurement has been structured as full and open competition among eligible small businesses. The contract will require delivery of five complete generator systems to MERS detachments located in Bothell, Washington; Denton, Texas; Denver, Colorado; Thomasville, Georgia; and Frederick, Maryland. Each location will receive one generator system along with comprehensive on-site training, with all deliveries scheduled to occur within 90 days of contract award on an FOB Destination basis. The specific contract value has been redacted from available documentation, though the procurement follows simplified acquisition procedures under FAR Part 13.5.
