About this file
The document is a Statement of Work (SOW) from the Federal Emergency Management Agency (FEMA) within the Department of Homeland Security (DHS) for purchasing new generators for six MERS Detachments. The procurement seeks six trailer-mounted generators with specific technical requirements, including a prime rating between 45-70Kw, three-phase power, Tier 4 Final rating, electric start, sound abatement of 65dB(A), and comprehensive safety features like fluid level warnings, automatic shutoff systems, and a digital display panel.
The generators will be delivered to six different MERS locations within 90 days of award: Bothell (WA), Denton (TX), Denver (CO), Thomasville (GA), Frederick (MD), and Maynard (MA). Each detachment will receive one generator to enhance operational readiness and support disaster response capabilities. The vendor is required to provide parts and service manuals, onsite training at each delivery location, and ensure the trailer meets Department of Transportation (DOT) and National Highway Traffic Safety Administration (NHTS) requirements, including electric brakes, tandem axles, and a heavy-duty design with specific weight ratings.

DEPARTMENT OF HOMELAND SECURITY (DHS)
DHS Statement of Work (SOW)
Statement of Work (SOW) For
New Generators for MERS Detachments
1.0 GENERAL
1.1 BACKGROUND
The MERS detachments have a need to maintain various size generators in order to maintain and increase
Operational Readiness while navigating the ever-changing requirements encountered with each nationally declared disaster deployment. Considering the need for mobile power and mobile generators in the Prime Power range of
45Kw – 70Kw that are capable of single and three phase, this procurement will satisfy several requirements that are lacking throughout the detachments. This purchasing endeavor seeks to fill this void in each detachment.
1.2 SCOPE
The purpose of this requirement is to purchase one trailer mounted, generator with a Prime Rating in the 45Kw –
70Kw range for each of the six (6) detachments, increasing their Operational Readiness and their ability to support disasters no matter the requirement.
1.3 OBJECTIVE
With the addition of one Trailer Mounted generator in the Prime Rated range of 45Kw - 70Kw within each detachment’s generator fleet, each detachment will have another versatile generator at their disposal to deploy with any one or two C2 Platforms.
2.0 SPECIFIC REQUIREMENTS/TASKS
The contractor shall provide one Trailer Mounted generator that meets the below requirements and deliver one (1) each to the addresses listed in Section 4.
Specific minimum requirements for the generators:
Vendor shall provide the cost, including shipping charges, for six (6) trailer mounted generators with a prime rating between of 45-70Kw or equivalent, with the below specifications.
GENERATOR:
• The generator will be rated at Tier 4 Final.
• The generator will be in the Prime Rated range between 45 - 70Kw, 3 phase.
• The generator will be equipped with an electric start.
• The generator will have sound abatement equivalent to 65dB(A) at 23’ or better.
• The generator will be equipped with a warning system (light) when coolant or other fluid levels are low.
• The generator will be equipped with a 120v Coolant Heater that can brings the generator to operational temperature and maintain coolant temperature.
• The generator will be equipped with an automatic shutoff system in the event of low generator fluid level (coolant, oil and fuel, for an example).
• The generator will be equipped with a system that automatically provide sufficient load when required to maintain minimum engine operational parameters, thus preventing “Wet stacking” conditions and emissions issues.
• The generator will have a double walled fuel tank with a minimum of 100gal fuel capacity, sufficient to enable a 24 hour operations period run time.
• The generator will have a built-in fluid containment system, sufficient to contain 100% of the total engine’s fluid capacity (Fuel, coolant, oil, etc.)
• The generator will be equipped with a “Jacketed Water Heater” for ease of starting in cold weather.
• The generator will have a digital display panel that monitors the oil pressure, water temperature, battery power levels, and DEF levels.
• The vendor will provide all parts and service manual for the generator, electronic minimum is acceptable.
• The vendor will provide onsite training for each of the six generators at their delivery locations.
TRAILER:
• The Trailer will meet or exceed all DOT and the National Highway traffic Safety Administration (NHTS) requirements for tail lamps, stop lamps, and Turn Signal lamps and braking systems.
• The Trailer will have a protected Trailer light wiring harness.
• The Trailer will be a tandem axled, with a heavy-duty design that has a suspension rating of 7,000lbs
GVWR at a minimum and have at a minimum Gross Axel Weight Rating (GAWR) of 3,500lbs.
• The Trailer will have electric brakes with a safety break-a-way device that adds to the safety of the generator.
• The Trailer will have the ability to adjust the coupler height at least three (3) positions and have a swivel jack that has the capacity to lift at least 5,000lbs.
• The Trailer will have a 2 -5/16” Ball Coupler with at least 14,000lbs capacity at a minimum – MQ
Part # EE43253.
• The Trailer will be equipped with a tongue mounted, vertical utility storage container.
