About this opportunity
The Indian Health Service, Navajo Area, is seeking contractors to provide behavioral health services through a multiple award indefinite delivery/indefinite quantity (ID/IQ) contract for psychiatrists, psychologists, and licensed clinical social workers. The services will be delivered across six healthcare facilities in the Navajo Area, including locations in New Mexico and Arizona such as Gallup Indian Medical Center, Northern Navajo Medical Center in Shiprock, and Crownpoint Health Care Facility. The procurement will utilize Revolutionary FAR Overhaul (RFO) procedures in conjunction with FAR 15 negotiation processes, with evaluation factors including technical capability, key personnel qualifications per the Performance Work Statement, past performance, and price. The Request for Proposals is scheduled to be issued on or by October 15, 2025. Prospective contractors must maintain an active SAM.gov profile to be eligible to submit proposals.
This procurement is designated as a 100% set-aside for Indian-owned Small Business Economic Enterprises, with the contract structured to include one 12-month base period beginning at award plus four 12-month option periods for a potential total of five years. The opportunity falls under two NAICS codes: 621112 (Offices of Physicians, Mental Health Specialists) with a $13.5 million small business size standard and 621330 (Office of Mental Health Practitioners except Physicians) with a $9.0 million size standard. No incumbent contractors are identified in the notice, and specific contract values or budget ranges are not disclosed. The extended performance period and multiple award structure suggest this is a significant, long-term commitment to expanding behavioral health services across the Navajo Area's healthcare network. Interested parties should contact Misty Billy at Misty.Billy@ihs.gov for additional information.
