About this opportunity

The Department of the Navy Naval Facilities Engineering Command seeks multiple award indefinite-delivery, indefinite-quantity firm-fixed-price contracts for liquefied natural gas supply and delivery to Naval Station Guantanamo Bay, with quotes due August 10, 2026. Amendment 0001, posted August 5, expanded the seed project from two to three LNG deliveries.

The solicitation is unrestricted, full and open competition under FAR Part 12 for commercial items. NAICS code is 221210, Natural Gas Distribution; PSC is 6830, Gases: Compressed and Liquefied.

Place of performance is Guantanamo Bay, Cuba, with delivery FOB Destination to Pier Charlie. The aggregate not-to-exceed value across all awarded contracts is $8,950,000 for approximately five months (September 2026 through February 2027). One offeror will be awarded a seed project delivery order for three LNG deliveries scheduled approximately 28 September–2 October, 19–23 October, and 9–10/12–14 November 2026, each for 50,000 MMBtu, fulfilling that awardee's $500 minimum guarantee. All other multiple award awardees receive a $500 minimum guarantee order. The Government estimates a total requirement of 350,000 MMBtu over the contract period with deliveries every 14 to 21 days.

Contracting officer is Antonio Borges Rosario, (904) 947-6555. Offerors must provide vessels capable of delivering 2,000–15,000 cubic meters gross volumetric capacity compliant with international standards and U.S. safety and environmental regulations. LNG must meet strict composition specifications including methane minimum 92.000 mol%, nitrogen maximum 1.500 mol%, minimum higher heating value of 1,000 Btu/scf, and Wobbe Index minimum 1,350 Btu/scf. Pricing must be fully loaded per MMBtu including all LNG, taxes, permits, licenses, transportation, insurance, and ancillary charges. Evaluation emphasizes past performance (most important), technical capability, and price (least important), with non-price factors requiring an Acceptable minimum rating for award eligibility. Submission must include pricing spreadsheet (Attachment 1), technical narrative (maximum 15 pages), and responsibility documentation.
