About this file

This is a Quality Specifications attachment defining the technical and compositional requirements for Liquefied Natural Gas (LNG) supplies to be delivered under the Multiple Award IDIQ contract for Naval Station Guantanamo Bay.

The specification establishes mandatory composition standards for LNG with three reference compositions (Rich, Lean, and Average) and provides suggested limits for gaseous state conversion. Key compositional requirements include methane content of 92.000 mol% minimum, maximum nitrogen at 1,500 mol%, ethane capped at 8.000 mol%, propane at 2.500 mol% maximum, and combined butane and heavier components (C4+) limited to 2.000 mol% maximum. The specification also establishes energy performance metrics, including a minimum higher heating value of 1,000 Btu/scf and a Wobbe Index of 1,350 Btu/scf (HHV) minimum at 59 degrees Fahrenheit. Additional quality standards prohibit contaminants, water, and solid matter that could degrade product quality and require compliance with all applicable Federal, State, and local environmental requirements, including Title V Clean Air Act Permits, with any more stringent environmental requirements superseding contract specifications. The specification mandates detailed manifest and LNG Discharge Reports for each delivery, documenting supplier and receiver information, delivery timelines, custody transfer measurements (including gas meter readings, LNG temperatures and volumes), complete LNG composition analysis, and physical properties including density and heating values.

Attachment 3 Quality Specifications Liquefied Natural Gas

Supplies delivered under this contract shall conform to all Federal, State, and local environmental requirements applicable to the geographic location of the receiving activity on the date of delivery. This includes delivery of fuel and documentation in a manner consistent with existing or future Title V (Clean Air Act) Permits. In the event that a Federal, State, or local environmental requirement is more stringent than a similar requirement in the specification contained in this contract, the Contractor shall deliver product that complies with the more stringent requirement. Product that fails to meet the more stringent environmental requirement will be considered to be a nonconforming supply. All supplies furnished under this contract shall fully meet the requirements of the applicable specification(s) as cited below. In the event that compliance with the more stringent requirement causes the contractor to incur additional costs, the contractor may request an equitable adjustment.
