About this opportunity
The U.S. Department of Navy's Naval Research Laboratory (NRL) Contracting Division has issued a Special Notice regarding a sole source firm fixed price contract with FIRST RF Corporation. The notice pertains to the procurement of the McDREX+, a software and firmware upgrade for custom McDREX hardware. Published on April 28, 2025, with a response deadline of May 5, 2025, this opportunity falls under the Engineering Services NAICS category (541330) and the General Science & Technology R&D Services PSC category. The contract opportunity is not a competitive solicitation and does not have a set-aside designation. The notice is being posted to meet Federal Acquisition Regulation (FAR) Subpart 5.2 and DFARS 206.302-1 requirements.
The primary purpose of this Special Notice is to inform potential contractors about the Navy's intent to directly contract with FIRST RF Corporation for the McDREX+ upgrade. While the procurement is currently planned as a sole source contract, the Navy will consider alternative proposals from firms that can demonstrate comparable capabilities. Interested contractors have 15 days from the publication date to submit written notifications with detailed supporting evidence of their ability to provide equivalent items. The government retains sole discretion to determine whether to compete the procurement based on responses received. No solicitation package is currently available, and telephone inquiries will not be honored. All responsible sources may submit a capability statement, proposal, or quotation for consideration, though the ultimate decision to modify the procurement approach rests exclusively with the government.
