About this opportunity
The Department of Homeland Security's Immigration and Customs Enforcement agency seeks to award three indefinite delivery, indefinite quantity contracts for contractor-owned detention facilities in Texas through a full and open competition. Offerors must propose turnkey facilities within 50 miles of San Antonio, Austin airport, and Houston to house approximately 2,000, 520, and 1,000 adult detainees respectively, and provide housing, medical care, transportation, and guard services in compliance with ICE standards. Proposals are due on varying dates in October 2019 and will be evaluated based on environmental assessments submitted within two weeks of the solicitation release and documentation demonstrating compliance with National Environmental Policy Act requirements.
There is no set-aside designation for this requirement. The anticipated NAICS code is 561210 and PSC code is S206. The base period of each contract will be one year with nine one-year options, for potential 10-year periods of performance housing detainees. Environmental assessments must address impacts to resources and land use as well as mitigation plans. Contractors must have experience providing comparable detention services and operating ICE facilities in accordance with ICE standards.

The Department of Homeland Security (DHS), U.S. Immigration & Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), requires three (3) different Contractor-Owned/Contractor-Operated detention facilities (existing or renovated) within the ERO Houston and San Antonio Areas of Responsibility (AOR). The facilities shall be turnkey ready at the beginning of contract performance and able to provide housing, medical care, transportation, guard services, meals, and the day to day needs for ICE detainees. Due to mission needs, proposals for new construction will not be accepted for this solicitation.
