About this opportunity
United States Special Operations Command, via Naval Special Warfare Group One, is soliciting adult multi-purpose canines under a small-business set-aside, with proposals due September 4, 2026. This is a women-owned small business (WOSB) 100% set-aside issued as a Request for Quotation (RFQ) under FAR part 12 commercial procedures.
The Government seeks delivery of six adult canines (Belgian Malinois, Dutch Shepherds, German Shepherds, or crosses thereof, aged 10–36 months) by September 30, 2027, with four option periods for six canines each in subsequent years through September 30, 2031. Place of performance is San Diego, California (Silver Strand Training Complex, Naval Amphibious Base Coronado). Delivery is FOB Destination.
Eligibility requires registration in SAM and classification as a small business under NAICS code 812910. Evaluation uses a Lowest Priced Technically Acceptable (LPTA) approach based on auto-calculated total evaluated price across five contract line items; award goes to the lowest-priced quote demonstrating adequate technical capability and acceptable past performance.
Canines must satisfy comprehensive evaluation criteria including sociability (behavior around people and dogs, muzzle ability), environmental adaptability (slick floors, dark areas, tight spaces, vehicles, gunfire, water), detection capabilities (ball retrieval, distraction resistance, hunting, possessiveness, perseverance), and bite work performance. Medical evaluation by NSW Veterinary Staff within 21 days includes radiographic examination (elbows, hips, pelvis, thorax, abdomen) and physical assessment of health status, mobility, dentition, cardiovascular and respiratory function, vaccination records, and congenital abnormalities. Canines must remain in NSW kennels at least 48 hours prior to evaluation, which must occur no later than 14 days after delivery. The contractor bears all shipping costs, two-week quarantine costs, and replacement obligations within 30 days under 6-month workability and 12-month medical warranty provisions. The contractor must obtain military installation access and may not use NSW Command references or trademarks in advertising.
