About this opportunity
The National Institute of Standards and Technology seeks quotations for one multi-channel 12 GHz microwave synthesizer with proposals due May 18, 2026. The procurement is unrestricted and conducted under FAR 13 Simplified Acquisition Procedures, with award to the offeror submitting the Lowest Price Technically Acceptable quote.
Place of performance is Boulder, Colorado. Delivery is required within twelve weeks after receipt of order, FOB destination to NIST's facility at 325 Broadway. The synthesizer must deliver five independent channels: three capable of generating sinusoidal output from 10 MHz to 12 GHz and two from 10 MHz to 6 GHz. All channels require SMA connectors with 50 Ohm nominal load, output power from -10 to 15 dBm, frequency step size of at most 0.001 Hz, and frequency and amplitude switching speeds of at most 500 microseconds. The three 12 GHz channels must demonstrate harmonic amplitude relative to 0 dBm carrier less than -25 dBc over 1–10 GHz, with specified SSB phase noise levels: -90 dBc/Hz at 6 GHz (100 Hz offset), -110 dBc/Hz at 6 GHz (10 kHz offset), -85 dBc/Hz at 12 GHz (100 Hz offset), and -95 dBc/Hz at 12 GHz (10 kHz offset). Both channel sets must perform list-based frequency and amplitude scans; the two lower-frequency channels require an additional dedicated analog modulation port for frequency control with 100 kHz deviation and 20 kHz modulation bandwidth using a ±1V signal. The unit must operate on standard US 110V AC consuming less than 100W, fit in a 19-inch rack-mountable format less than 3U high, include 10/100 MHz reference input and 100 MHz reference output capability, and support programmability via USB and/or SPI or equivalent digital protocols with graphical user interface control. Quotations must include firm fixed-price bids with Net 30 payment terms, technical capability documentation, country of origin information, and SAM Unique Entity ID. The NAICS code is 334516, Analytical Laboratory Instrument Manufacturing. Evaluation is Technical Capability (Acceptable/Unacceptable) as Factor 1 and price reasonableness as Factor 2.
