About this opportunity
The National Aeronautics and Space Administration (NASA) Stennis Space Center (SSC) has issued a pre-solicitation notice for the Multi-Center Administrative Support Services (MCASS) contract. This contract will provide full-time, part-time, and temporary administrative support services to various NASA organizations across the Space Flight Region, including SSC, Johnson Space Center, White Sands Test Facility, Kennedy Space Center, Marshall Space Flight Center, and Michoud Assembly Facility. The major support areas include general office services, data management, time and labor collection, property coordination, office moves, training, information services, and special events. NASA is seeking industry feedback on the reasonableness and feasibility of the requirements, and interested parties are asked to submit comments and questions by May 30, 2024.
This contract opportunity is set aside for competitive 8(a) Small Businesses. NASA intends to publicize a listing of respondents to facilitate teaming arrangements, unless firms request otherwise. The contract will be an Indefinite Delivery Indefinite Quantity (IDIQ) Firm-Fixed Price contract, with a maximum value of $200 million and a 5-year ordering period. The North American Industry Classification System (NAICS) code is 561110 with a $12.5M small business size standard. No proposal submissions are requested at this time, as this is a pre-solicitation notice.

THIS IS NOT A REQUEST FOR PROPOSAL. NO PROPOSALS ARE TO BE SUBMITTED IN RESPONSE TO THIS NOTICE.
This notice is issued by the NASA/Stennis Space Center (SSC) to post a draft RFP to solicit responses from interested parties. This document is for information and planning purposes and to allow industry the opportunity to verify reasonableness and feasibility of the requirement, as well as promote competition.
The work to be performed under the MCASS is full-time, part-time, and temporary administrative support to various organizations across NASA’s Space Flight Region (SFR) which includes SSC, Johnson Space Center (JSC), White Sands Test Facility (WSTF), Kennedy Space Center (KSC), Marshall Space Flight Center (MSFC) and the Michoud Assembly Facility (MAF) in fulfilling their mission and objectives. Major support areas of the contract include branches/offices, divisions, flight crews (launch and landing activity support), special teams and short-term projects. The effort will include general office services, data management, time and labor collection, coordination of property, office moves/relocation, training, information services, special events and other miscellaneous activities.
This presolicitation synopsis is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. The Government may not respond to questions/concerns submitted. The Government will use the information to finalize the RFP as necessary.
