About this opportunity
The Department of Homeland Security Federal Law Enforcement Training Center seeks repair and retrofit of fire alarm systems at multiple buildings on its Glynco, Georgia campus, with proposals due September 11, 2026 at 11:00 AM ET. This is a 100% Small Business Set-Aside under NAICS Code 238210.
Place of performance is Brunswick, Georgia. The work covers 22 buildings and includes replacing existing fire alarm systems and associated devices and wiring, and commissioning new Notifier systems in compliance with NFPA 101 life safety standards. The contractor must furnish all labor, materials, equipment, and supervision. Connected Life Safety Service (CLSS) integration was removed in Amendment 0005. The contract is firm fixed-price with a single award.
Period of performance runs from October 19, 2026 through July 30, 2028. The contractor must commence work within five calendar days of receiving notice to proceed and complete all work within 120 calendar days thereafter. Performance and payment bonds equal to 100% of the contract price are due within ten days of award. Submittals are due within 14 calendar days after award. The contractor must comply with all FLETC safety directives, OSHA requirements, and facility security regulations, including background investigations for all personnel requiring facility access. Minimum general liability insurance is $200,000 per person and $500,000 per accident.
Evaluation uses three equally weighted non-cost factors and price. Technical Experience requires two to four recent fire alarm projects completed within the last eight years, with at least one valued at $500,000 minimum and remaining projects at $250,000 minimum. Past Performance is evaluated using CPARS for federal projects and Past Performance Questionnaires for non-federal projects; offerors must submit professional licenses and certifications specific to fire alarm installation. The Contracting Officer is Brett Zeigler (brett.zeigler@fletc.dhs.gov). Questions are closed as of September 3, 2026. Seven amendments have been issued, with Amendment 0007 issued September 3, 2026, providing final responses to questions and minor clarifications.
