About this file
This is Amendment 0001 to Solicitation 70LGLY26RSSB00028 issued by the Department of Homeland Security's Federal Law Enforcement Training Centers located in Glynco, Georgia. The amendment is effective July 31, 2026, and updates Section M (Evaluation Factors for Award) based on responses to submitted questions. The solicitation period of performance runs from September 30, 2026, to July 11, 2028.
The solicitation requires fire alarm installation services, specifically seeking offerors to act as prime contractors on a fire alarm project involving Notifier/Honeywell systems integrated into a central monitoring station in occupied buildings or multi-building campus environments. Evaluation will utilize three factors: Technical Experience (Factor 1), Past Performance (Factor 2), and Price (Factor 3), with all non-cost factors weighted equally to price. For Technical Experience, offerors must submit two to four recent and relevant fire alarm projects completed within the last eight years, with at least one project valued at $500,000 minimum and remaining projects at $250,000 minimum, supported by narratives limited to four single-sided pages. Past Performance will be evaluated using CPARS for federal projects and Past Performance Questionnaires for non-federal projects, with offerors required to submit professional licenses and certifications specific to fire alarm installation. The Contracting Officer will perform price analysis for fairness and reasonableness in accordance with FAR 15.404-1(b). Award will be made using best-suited negotiation methodology to a contractor demonstrating satisfactory past performance confidence and acceptable corporate relevant experience ratings, with pricing deemed fair and reasonable.

M - Evaluation Factors for Award
EVALUATION CRITERIA
All Offeror’s proposal submissions shall be evaluated utilizing three factors as follows:
Non-Cost Factors:
Factor 1: Technical Experience Factor 2: Past Performance
Cost Factor:
Factor 3: Price
Order of Importance: All non-cost factors to include Technical Experience and Past Performance are of equal importance to Price
A. FACTOR 1: Technical Experience Offerors shall submit up to four (4), but not less than two (2) recent and relevant fire alarm projects where the firm acted as the Prime Contractor with similar technical complexities to the subject fire alarm project.
i) Recent projects are projects completed within the last eight (8) years or at least 80% complete at the date of the issuance of the solicitation.
ii) Relevant projects shall have a minimum total contract value of $500,000.00, for one of the projects, and remaining submissions shall have a minimum total contract value of $250,000.00. Relevant projects are defined as fire alarm installs in occupied buildings, preferably multiple buildings in a campus or multi-building environment, that integrates with the Notifier/Honeywell system into a central monitoring station.
iii) Offerors shall submit sufficient narratives that demonstrate the technical requirement within the required recency and relevancy requirement and that each project submitted meets the minimum magnitude
iv) Projects will be evaluated utilizing the criteria established below.
Narratives are limited as follows: One 8 ½ X 11” single sided page describing work on each project. Total maximum pages for narrative are four (4). Narratives should demonstrate technical experience with fire alarms using Notifier/Honeywell systems, installs in occupied buildings, preferably multiple occupied buildings that connect to a central monitoring station.
The information in Factor 1 submission must clearly establish that the Offeror’s submittal proposal meets the definitions established below.
Factor 1 - Technical Experience Confidence Rating Rating Definition
The past performance evaluation will result in an assessment of the Government’s confidence in the ability of the Offeror to meet the solicitation requirements. The past performance evaluation considers the Offeror’s demonstrated record of performance.
B. FACTOR 2: Past Performance CPARS and Past Performance Questionnaires (PPQs), if a non-Federal project, shall be used to confirm the Offeror’s past performance.
i) PPQs shall be completed for all non-Federal projects. The PPQs may be submitted with the proposal package from the Offeror without being sent by the non-Federal PPQ contact/customer. shall be completed by the non- Federal project customer. Completed PPQ’s will not be accepted from Potential Offerors, except as a copy of what has been sent to the Contract Officer by the non-Federal PPQ point of contact. Missing PPQ’s not emailed to the Contract Officer by the solicitation close will cause Requirement 2 to be considered Unacceptable.
ii) All Federal project CPARS shall be sent with the submittal Offeror’s proposal and be the most recent CPARS. A copy of most current CPARS may be pulled by the Government. Complete the cover page (first two pages of the PPQ) of the PPQ to include with the CPARS.
iii) If no CPARS is available for a Federal project, complete the full PPQ.
iv) Past performance will be evaluated utilizing the criteria established in paragraph 4(a)(ii) below.
• License and Statement of Professional Credentials (TAB F2) – In addition to PPQ’s, Offerors shall submit:
(a) A copy of License(s)
(b) Statement of professional credentials; stating the Offeror’s ability to complete the requirement in accordance with RFP requirements and within the scope and magnitude of the subject requirement. The Offeror shall:
i) Identify any contractor/professional licenses held by the firm described in the statement of work and specifications. (submit copies)
High Confidence The Government has high confidence that the Offeror understands the requirement, proposes a sound approach, and will be successful in performing the contract with little or no Government intervention.
Some Confidence Proposal demonstrates a good application of the project general criteria and an approach that meets performance or capability standards. Proposal has one or more strengths that will benefit the Government and risk of unsuccessful performance is low.
Low Confidence The Government has low confidence that the Offeror understands the requirement, proposes a sound approach, or will be successful in performing the contract even with Government intervention.
ii) Identify any certifications specific to fire alarm installation as described in the statement of work and specifications. (submit copies)
The information in the Factor 2 from the PPQ and CPAR/PPIRS evaluations must clearly establish that the Offeror’s submittal proposal meets the definitions established below.
C. Factor 3: Price
The Contracting Officer will perform the price analysis, in accordance with FAR 15.404- 1(b), to determine fairness and reasonableness as well as to ensure the Offeror’s understanding of the work and ability to execute the work at the price proposed. The Contracting Officer will:
1. Ensure that the price proposal and resulting evaluation are not compromised by team members not directly, or not authorized to be involved in the price evaluation process.
Factor 2 - Past Performance Confidence Ratings
Rating Definition
Substantial Confidence Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.
Satisfactory Confidence
Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.
Limited Confidence Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.
No Confidence Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.
Neutral No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. This is neither a negative or positive assessment.
2. Review the proposal to determine price submission errors or omissions and areas requiring clarification.
3. Evaluate proposal for price reasonableness. Reasonableness will be established using available pricing tools such as historical pricing data and/or the Independent Government Estimate.
C. Basis for Award and Exchanges with Best Suited Contractor:
a) Offerors are reminded to include their best technical and price terms in their initial offer. To determine which proposal represents the best suited contractor, proposals will be evaluated against all RFP criteria.
b) Proposals must meet the criteria stated in the RFP to be eligible for award, to include responsiveness, technical acceptability, and responsibility. A responsibility determination will be made in accordance with the Federal Acquisition Regulation (FAR) 9.1.
c) Award will be made on the basis of the best suited negotiate methodology.
d) In order to be considered for project award, at a minimum, the Offeror must obtain a satisfactory rating for Past Performance and a rating of Acceptable for Corporate Relevant Experience. The Offeror is advised that any offer wherein pricing is deemed unfair, unreasonable, or unrealistic may be rendered ineligible for award. Historical price information, the Independent Government Estimate (IGE), or any other pricing tool as necessary will be utilized in making this determination. Based on an overall assessment of the Offeror’s proposal to include cost as well as non-cost factors, the Government reserves the right to award to other than the lowest price or highest price Offeror.
e) Once the Government determines the contractor that is the best-suited (i.e., the apparent successful contractor), the Government reserves the right to communicate with only that contractor to address any remaining issues, if necessary, and finalize a task order with that contractor. These issues may include technical and price. If the parties cannot successfully address any remaining issues, as determined pertinent at the sole discretion of the Government, the Government reserves the right to communicate with the next best-suited contractor based on the original analysis and address any remaining issues. Once the Government has begun communications with the next best-suited contractor, no further communications with the original best contractor will be entertained until after the task order has been awarded. This process shall continue until an agreement is successfully reached and a single firm-fixed price contract has been awarded.
If negotiations with the next best-suited offeror/quoter are not successful, then the Government may still use FAR procedures to conduct negotiations with all offerors/quoters or establish a competitive range.
f) The Government reserves the right to reject any and all offers.
g) Offerors are reminded to include their best technical and price terms in their initial offer and not to automatically assume that they will have an opportunity to participate in interchanges or be asked to submit a revised offer. The Government may make award of a conforming proposal without interchanges, if deemed to be within the best interests of the Government.
