About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center (AFLCMC) is preparing to establish a multi-award, multi-platform Other Transaction Agreement (OTA) for aircraft sustainment and parts obsolescence resolution, with capability statement responses due by November 14, 2026.

The OTA operates under dual statutory authority (10 U.S.C. § 4022 and 4023) and requires responders to satisfy at least one of three qualifying pathways: significant Non-Traditional Defense Contractor (NDC) or small business participation; all significant participants being NDCs or small businesses; or a one-third non-federal cost share. The anticipated program launch is Fiscal Year 2027 with a ten-year period of performance through 2037. The B-1 System Program Office (AFLCMC/WBN) at Tinker Air Force Base administers the parent OTA vehicle; other AFLCMC divisions, USAF System Program Offices, and Air Logistics Complexes will issue competitive Prototype Project Orders directly funded through platform lines of accounting.

Scope spans additive and subtractive manufacturing prototyping, 3D laser scanning, reverse engineering and Technical Data Package generation, military airworthiness certification support, multi-platform avionics and RF assemblies, environmental stress screening and reliability testing, software prototyping, Model Based Systems Engineering, kitting and logistics, repair and overhaul, and systems integration verification.

Required certifications include AS9100/AS9120B, NADCAP accreditations for relevant special processes, NAS 410 Level 3 NDI certification, and DD Form 2345. Security mandates include NIST SP 800-171 compliance for CUI, personnel with Tier 1 background checks (unclassified) or Secret clearances (classified), CMMC Level 2 pathway demonstration, formal ITAR/EAR export control compliance, and FedRAMP Moderate baseline compliance for cloud infrastructure.

Capability statements are limited to ten pages (excluding cover materials) and must address corporate profile and teaming architecture, statutory eligibility strategy, technical capabilities, quality and facility certifications, and relevant experience. The primary NAICS code is 336413 (small business size standard: 1,250 employees). Responses submit via DoD SAFE to specified Government representatives.
