About this opportunity

The U.S. Army Corps of Engineers Seattle District seeks janitorial services at Mud Mountain Dam Project Office in Enumclaw, Washington, with proposals due May 15 and questions due by submission deadline. The procurement is a 100% EDWOSB set-aside, restricting competition to economically disadvantaged women-owned small businesses.

Place of performance is Enumclaw, WA. Work covers custodial services for an approximately 5,000-square-foot administrative building. The contractor must provide all labor, equipment, supplies (including environmentally friendly, septic-safe cleaning chemicals and specified paper products), supervision, transportation, and materials. Performance is limited to Fridays between 12:00 p.m. and 3:00 p.m. Pacific Time, shifting to Thursday when Friday is a federal holiday, excluding ten federal holidays. Weekly routine services include trash and recycling removal, restroom stocking and cleaning, vacuuming, hard surface cleaning, kitchen and break area maintenance, glass cleaning, and spot cleaning. Monthly and quarterly periodic services include window washing, light fixture cleaning, toilet and urinal de-scaling, and damp dusting. Emergency cleaning is available on an as-needed basis capped at 100 hours per period.

The contract runs for a one-year base period (June 1, 2026 through May 31, 2027) plus four one-year option periods through May 31, 2031, with an additional up-to-six-month extension option. Contractor personnel require security vetting via NCIC-III and Terrorist Screening Database for unescorted access, E-Verify employment eligibility verification, and Department of Defense security training within 30 days of award. Contractors must comply with OSHA, State of Washington requirements, and EM 385-1-1, submit a written safety program prior to work commencement, and provide monthly Safety Exposure Reports. The NAICS code is 561720 (Janitorial Services); PSC is S201 (Housekeeping-Custodial Janitorial). Award goes to the lowest-priced, responsive, responsible quoter. Service Contract Act wage requirements apply: $21.55 per hour plus $5.55 per hour health and welfare fringe benefits. A site visit was held May 6 at 10:00 a.m. PT and is optional. Amendment 0001 posted May 11 updated wage determination to Revision 28, revised Performance Work Statement Section 4.1 with commercially available item numbers, removed women's restroom paper towels as a required item, and posted site visit attendees list for informational purposes.
