Performance Objectives

Performance Standards Quality Level

Method of Inspection and Frequency

Recovery

PRS # 1.

The contractor shall conduct tasking within the janitorial PWS.

PWS is performed without causing programmatic delay to the Government nor violating the schedule provided in the PWS.

Satisfactory:

Performance and products meet the standard with few exceptions, resulting in minimal delays

Each category will be evaluated upon deliverable submissions according to the scope.

The contractor will develop a plan for recovery.

Marginal:

Performance and products result in moderate delay or impact to programs.

Inspections will be based upon Government evaluation reports, verified customer complaints, or 100% inspection method through the performance period.

Continuous review until performance is satisfactory or better.

Elevate to higher level of contract management if actions fail to result in improvement.

Unsatisfactory:

Performance and products result in unacceptable (the Government may incur additional costs) delays or impact to programs.

If the acceptable scheduling level falls below satisfactory, payments may be affected, and/or Show Cause letter may be issued which may result in contract termination.

Insufficient: Restroom supplies are not being provided.

Surveillance: The government QAR will evaluate the services required by each task order to ensure compliance.

Standard: 95% of the task orders will be satisfactorily completed without customer complaint and/or rework.

Procedures: The QAR will inspect all work tasks required by the task order to ensure contractor compliance with the appropriate paragraphs of the PWS each time the service is performed. The QAR will record results of inspections, noting the date and time of inspections. If the inspection indicates unacceptable performance, the QAR will inform the task order manager of the deficiencies for correction. The contractor shall be given a reasonable amount of time after notification to correct the deficiencies.

Primary Method of Surveillance: The primary method of surveillance describes which surveillance method will be used to monitor the contract requirement. This element also indicates whether the surveillance method will be supported by validated customer complaints, incidental inspections, or alternate methods. There are two methods used to evaluate the contractor’s work: planned sampling and 100 percent inspection.
