About this opportunity

The U.S. Coast Guard Surface Forces Logistics Center is seeking a Brand-Name Only technical representative for MTU diesel engine maintenance, repair, and overhaul services through solicitation 2125405Y6171K43002. This procurement requires an MTU-certified engineer or technician to provide on-site technical representation, training, and process improvement guidance for the Engine Shop's MTU series 4000 marine diesel engine repair capabilities at the Coast Guard Yard in Baltimore, Maryland. The selected contractor must provide a qualified MTU field inspector or workshop supervisor capable of training Coast Guard personnel in diesel engine maintenance to the QL4 standard, submitting weekly progress reports, attending progress meetings, and maintaining eligibility for a Secret clearance. The award will be made on a best-value basis considering technical requirements compliance, deadline adherence, and pricing, with past performance evaluated only for responsibility determination under FAR 9.1. Quotes must be submitted via email to Shannon.R.Carter@uscg.mil by July 18, 2025, at 12:00 PM Eastern, with the solicitation number included in the subject line.

This solicitation does not utilize any set-aside designation and is open to all responsible sources, with MTU-RRSA identified as the Original Equipment Manufacturer for the MTU 20V4000M93L diesel engine. The contract is structured as a firm-fixed-price purchase order with an estimated performance period of six weeks starting on or around August 1, 2025, requiring a minimum of 40 hours per week of on-site presence. The technical representative will work physically in Building 5 at the U.S. Coast Guard Yard located at 2401 Hawkins Point Road, Baltimore, Maryland 21226, performing hands-on training, validating overhaul processes, and suggesting production efficiency enhancements. The procurement is justified as a sole-source acquisition due to the proprietary design standards and maintenance procedures specific to this engine, with the OEM legally owning the technical specifications required to complete the overhaul. Payment will be made net 30 days after government acceptance through the IPP system, with no down payments or advanced payments provided to the awarded vendor.
