About this opportunity
The U.S. Department of the Interior, Bureau of Reclamation, is soliciting quotations for the supply, delivery, and installation of nitrogen gas in both cylinder and bulk liquid capacity to support the Mt. Elbert Powerplant in Twin Lakes, Colorado. The requirement encompasses ultra-high purity nitrogen supplied in 330-pound cylinders and bulk liquid nitrogen (UN-1977) to maintain a continuous, slightly pressurized nitrogen blanket on Transformer K2A throughout the one-year period of performance from May 1, 2026, through April 30, 2027. Quotations must be submitted electronically as a single PDF document to Monte Baird at monte_baird@ios.doi.gov by 10:00 AM Mountain Daylight Time on April 9, 2026, with questions due by 10:00 AM MDT on April 6, 2026. The government will evaluate proposals based on three primary criteria: Technical Capabilities, Past Performance, and Cost/Price, with technical and past performance weighted approximately equally. This is a combined synopsis and solicitation that constitutes the only solicitation to be issued, with quotations requested rather than formal proposals.
This procurement is designated as a Total Small Business Set-Aside under NAICS code 325120 (Liquid Nitrogen Manufacturing) with a small business size standard of 1,200 employees, restricting competition to qualified small business concerns. The requirement includes four line items: Prepure Nitrogen Bottle Rent and Gas (100 units), Prepure Liquid Nitrogen Bottle (100 units), Delivery Fee (6 units), and HazMat Fee (6 units), all priced on a firm fixed-price basis. Deliveries must occur Monday through Thursday between 8:00 a.m. and 4:00 p.m. Mountain Time, within five business days after receipt of order, with six cylinders required to remain connected and available on the manifold simultaneously. The work will be performed at the Bureau of Reclamation's Mt. Elbert Powerplant located at 5583 Highway 82, Twin Lakes, Colorado 81251. Payment will be processed through the Invoice Processing Platform (IPP), and the selected contractor must comply with Service Contract Act prevailing wage requirements, security prohibitions, biobased product reporting, and various compliance certifications related to Sudan restrictions, Iran sanctions, and covered telecommunications equipment prohibitions.
