About this opportunity

The Bureau of Reclamation seeks commercial mobile crane support services for restoration activities at the Mount Elbert Power Plant in Twin Lakes, Colorado, with proposals due August 28, 2026 and questions due August 13. This is a Total Small Business Set Aside under NAICS 238990, All Other Specialty Trade Contractors (small business size standard $19 million).

Place of performance is Mount Elbert Power Plant and the Mount Elbert Forebay Inlet-Outlet Structure at 5583 Highway 82, Twin Lakes, Colorado 81251. Performance period runs October 1, 2026 through April 15, 2027, with work conducted Monday–Friday, 7:30 a.m.–4:00 p.m. Mountain Time.

The requirement comprises two independent lifting operations: (1) removal and transportation of six Government-owned bulkhead (stoplog) segments, each approximately 10,000 pounds, from the Forebay structure to a designated storage yard using a Government-furnished lifting frame (approximately 2,500 pounds) at an estimated lift radius of 130 feet, with bulkhead segments measuring 10'11" tall by 10'3" wide; and (2) transportation of up to ten concrete testing blocks (maximum 40,000 pounds each) between outdoor storage and the powerhouse in three phases—transport to powerhouse, staging during Government load testing (anticipated one day), and return to original organized configuration. The contractor furnishes all labor, supervision, equipment, transportation, rigging except the Government-furnished lifting device, permits, and incidental services. Operating constraints include narrow mountain roads (25 feet wide), steep grades (up to 10%), sharp turning radii (50-foot inside radius), snow and ice, limited staging areas, high elevation, and wind conditions. The contractor must submit lift plans five business days before each mobilization and provide operator certifications and liability insurance (per FAR 28.310) before the first mobilization. Work must comply with OSHA 29 CFR 1926 Subpart CC, Colorado requirements, ASME B30 standards, and crane manufacturer specifications.

The Government awards a Firm Fixed Price contract. Evaluation criteria are technical capabilities, past performance, and cost. Prices must remain firm for 60 days from submission. Amendment 0002, effective August 17, 2026, provides revised Task 1 requirements and clarifies lift plan consolidation (Attachment B). Submission format requires two separate PDF volumes: Volume 1 (technical information and past performance) and Volume 2 (vendor information and pricing), submitted electronically to Monte Baird (monte_baird@ios.doi.gov). Service Contract Labor Standards apply per Department of Labor Wage Determination 2015-5439 (Revision 29, effective May 13, 2026).
