About this file
This is a Performance Work Statement (PWS) for mobile crane support services at the Mount Elbert Power Plant in Twin Lakes, Colorado, issued by the Bureau of Reclamation under Solicitation 140R6026Q0102.
The contractor must provide two independent lifting operations: (1) removal and transportation of six Government-owned bulkhead segments (approximately 10,000 pounds each) from the Mount Elbert Forebay Inlet-Outlet Structure to a designated storage yard using a Government-furnished lifting frame weighing approximately 2,500 pounds with an estimated lift radius of 130 feet, and (2) transportation of Government-owned concrete testing blocks (up to ten blocks, maximum 40,000 pounds each) between the outdoor storage yard and the powerhouse in three phases (transport to powerhouse, stage during Government load testing, and return to original organized configuration). The contractor must furnish all labor, supervision, equipment, transportation, rigging (except the Government-furnished lifting device), permits, and incidental services necessary for safe completion. Performance periods are October 1, 2026–January 30, 2027 for bulkhead removal and January 1, 2027–April 15, 2027 for block transportation. Work is conducted Monday–Friday, 7:30 a.m.–4:00 p.m. (MT), at the Mount Elbert Power Plant in Twin Lakes, Colorado. The contractor must submit lift plans five business days before each mobilization, provide proof of operator certifications and liability insurance (per FAR 28.310) prior to the first mobilization, and comply with OSHA 29 CFR 1926 Subpart CC, Colorado state requirements, ASME B30 standards, and crane manufacturer specifications. Operating constraints include narrow mountain roads (25 feet wide), steep grades (up to 10%), sharp turning radii (50-foot inside radius), snow and ice conditions, limited staging areas, high elevation, and wind conditions; bulkhead segments measuring 10'11" tall by 10'3" wide present significant wind hazard concerns. The Government will provide the lifting frame, facility access, storage locations, personnel for connecting/disconnecting the frame and guiding bulkhead removal, and reference documents including site drawings and component weight information.

9. Place of Performance
Mount Elbert Power Plant
5583 Highway 82
Twin Lakes, Colorado 81251
Additional work location:
Mount Elbert Forebay Inlet-Outlet Structure (Latitude 39°06'08.4"N, Longitude 106°21'12.8"W).
10. Operating Constraints
Offerors should consider:
a. Mountain roads
b. Narrow roadway access
c. Steep grades
d. Sharp turning radii
e. Snow and ice
f. Limited staging areas
g. High elevation
h. Wind conditions
Lake County Road 24 from Colorado Highway 82 up to the inlet-outlet structure is narrow
(estimated 25 feet), steep in areas (up to 10% grade), and has several sharp turns (estimated inside radius 50’). The county road is on a south facing slope, but areas are shaded and may retain ice and snow at certain times of the year.
The bulkhead segments are large and planer, 10’ 11” tall by 10’ 3” wide. Wind moving a suspended load is a primary concern. For the protection of personnel and property, either party may deem the wind speed is too high for safe operation. (See Figure 2 for elevation and path)
The Government is not aware of bridge load restrictions affecting site access. The Contractor remains responsible for determining compliance with all transportation restrictions applicable to the selected equipment.

12. Weather Limitations
Lifting operations shall not occur when:
a. Wind exceeds the crane manufacturer's allowable operating limits.
b. Lightning is present.
c. Visibility prevents safe operation.
d. Snow or ice creates unsafe crane setup conditions.
e. Any condition exists that would create an unacceptable safety risk.
Weather delays shall not be considered contractor nonperformance.
13. Operator Qualifications
a. Crane operators shall possess all licenses and certifications required by Federal and State law.
b. Signal persons and riggers shall meet applicable OSHA qualification requirements.
c. Documentation shall be provided upon Government request.
14. Insurance
Prior to the first mobilization, the Contractor shall provide to the COR and Contracting Officer
(CO) with a Certificate of Liability Insurance, in accordance with FAR 28.310, meeting the contract requirements for work performed on a Government installation.
