About this opportunity
The Department of Agriculture Forest Service seeks janitorial and campground sanitation services for the Mt. Shasta-McCloud Ranger Districts via RFQ 127EAY27Q0002, a Total Small Business Set-Aside with proposals due October 21, 2026 at 5:00 PM PDT. The most recent amendment (Amendment 03, October 19) added three day-use sites (Fowler Campground, Cattle Camp Swimming Hole, Cattle Camp Campground) to the scope.
Place of performance is Mount Shasta, California. The contract spans a six-month base period (November 1, 2026 through April 30, 2027) covering twice-weekly janitorial services at two ranger stations (Mt. Shasta and McCloud), followed by four one-year option periods. Option Year 1 begins May 1, 2027 and adds seasonal day-use site services (May through October, four times weekly Friday through Monday) at ten locations. NAICS code is 561720, Janitorial Services; small business size standard is $22 million.
The Performance Work Statement requires contractor-furnished supplies with preference for bio-based products conforming to USDA standards. For ranger stations, work occurs Wednesdays and Fridays between 5:00 p.m. and 7:00 a.m. year-round, including twice-weekly restroom cleaning, trash removal, floor care, high-touch disinfection, monthly dusting, quarterly carpet and window cleaning, and annual deep cleaning. Day-use sites require daily toilet cleaning, trash removal, and litter policing with weekly photo documentation. The contractor must submit pricing for all line items, a technical approach with estimated hours per visit, a Quality Control Program, and past performance data from five contracts completed within three years. Service Contract Labor Standards wage determination 2015-5677 (Janitors classification) and Executive Order 13706 paid sick leave requirements apply. Award will be made to the lowest-priced, technically acceptable offeror with acceptable or neutral past performance. Subcontracting is permitted with Contracting Officer approval if all subcontractors qualify as small businesses. A non-mandatory site visit was held October 13, 2026. Contact Contracting Officer Kari Hughes at kari.hughes@usda.gov.
