About this file

This is a Request for Quotation (RFQ) for janitorial and campground sanitation services for the Mt. Shasta-McCloud Ranger Districts under USDA Forest Service management. The solicitation number is 127EAY27Q0002, issued on October 8, 2026, with an offer due date of October 19, 2026, at 5:00 PM Pacific Daylight Time. The Government intends to make one award and has designated this as a small business set-aside (100% unrestricted) under NAICS code 561720.

The contract consists of a six-month base period (November 1, 2026, through April 30, 2027) with four one-year option periods, for a total contract duration not to exceed five years. Services are required at two primary locations: Mt. Shasta Ranger Station & Visitor Center and McCloud Ranger Station & Visitor Center in Mount Shasta, California. Base period items include weekly office restroom cleaning and restocking, trash removal, floor care, kitchen and breakroom cleaning, high-touch disinfection, and monthly dusting (two times per week on Wednesdays and Fridays); quarterly carpet and window cleaning (two instances); and annual deep cleaning. Option Year 1 includes six months of recreation day use site services at eight locations with four times weekly service. Quotes must include pricing for all line items (base and options), a technical approach demonstrating capability to meet PWS requirements with estimated hours per visit, a Quality Control Program with inspection and complaint management procedures, and past performance documentation from five relevant contracts completed within the preceding three years. Award will be made on a lowest price technically acceptable basis with acceptable or neutral past performance. Contracting Officer Kari Hughes can be contacted at kari.hughes@usda.gov or 805-291-6349. A non-mandatory site visit will be held October 13, 2026, from 9:30 AM to 11:30 AM PDT.

Solicitation Information

Award Type

It is anticipated that a Firm Fixed Price contract consisting of one (1) six month base period and four

(4) one-year option periods will be awarded as a result of this synopsis/solicitation. The total duration of this contract shall not exceed five (5) years.

The Government intends to make one award from this solicitation. Therefore, to be considered responsive, contractors must submit pricing for all items.

Evaluation and Basis for Award

Evaluation-Commercial Items The provision at Federal Acquisition Regulation (FAR) 52.212-2 Evaluation of Commercial Items not applicable to this solicitation. In lieu of this provision, quotes will be evaluated in accordance with FAR 12.203 based on the criteria listed below. Award will be made to the offeror representing the best value to the Government.

Price:

The offeror’s quotation will be evaluated in accordance with FAR 12.204, to determine if it is fair and reasonable. Total price will include the price of the base plus all options.

Technical Acceptability:

Technical Acceptability will be evaluated to receive an overall rating of "acceptable" or "unacceptable." This will be based on the offeror's ability to provide a sound and compliant approach that meets all requirements and shows a thorough understanding of them. It is the contractor's responsibility to ensure their quotation clearly demonstrates their capability to meet these requirements. All offerors must provide the following minimum information and documentation with their quotations to be considered responsive and have their offers evaluated:

• Explanation of the offeror’s ability to perform the required services. The offeror must address how they will meet the requirements of section 4 of the PWS.

• The offeror will provide an estimate of the number of hours per visit it expects are required to perform the required tasks in order for the government to gauge whether or not the offeror understands the requirement.

• The offeror shall submit a Quality Control Program (QCP). The QCP shall include, at a minimum, a plan for inspection of all buildings covering all services stated in section C-7. A system to record inspection results and corrective actions. A plan to monitor and correct customer complaints.

Past Performance:

Offerors shall provide completed Past Performance Information Sheets for five (5) relevant contracts (references) completed within the preceding three (3) year period. See Attachment 3 – Past Performance Questionnaire.

Offerors shall also provide Past Performance Information Sheets for all teaming partners and critical subcontractors to include five (5) relevant contracts (references) completed within the preceding three (3) year period. A critical subcontractor is defined as an entity (subcontractor, teaming Contractor) other than the offeror itself that will perform at least 20% or more of the total proposed contract. In addition to the Past Performance Information Sheet for each teaming partner and critical subcontractor, the offeror shall also provide a consent letter executed by each of its proposed partners and critical subcontractors authorizing the release of adverse past performance information to the prime Contractor to allow the prime Contractor an opportunity to respond.

If no relevant contracts are available, the five (5) most recent contracts completed in the last three

(3) years shall be used. Contracts listed may include those with the Federal Government, State and Local Governments or their agencies, and Commercial Customers. If an offeror has no relevant past performance history, the offeror must affirmatively state that it possesses no relevant past performance history. Offerors are too read FAR 52.219-14 Limitation on Subcontracting.

The Government may utilize any references provided by the Contractor, along with information available from past contracts/orders with the USDA and any information found using sources such as Federal Government sources or the Contractor Performance Assessment Reporting System (CPARS) to determine if the Contractor has acceptable or neutral Past Performance. Past Performance will be evaluated using the following rating system:

• Acceptable: The contractor shows a demonstrated ability to meet contract requirements in prior or current contracts, including quality of work, timeliness, cost control, business relations, and adherence to contract terms.

• Neutral: Offeror does not have a past performance record.

• Unacceptable: The contractor has a documented history of failing to meet contract requirements, including poor quality, missed deadlines, cost overruns, lack of responsiveness, or unethical behavior.

Evaluation Method

The Government will evaluate quotations based on the lowest price technically acceptable criteria. Only the lowest priced offer will be evaluated for Technical Acceptability. Should the lowest priced offer not receive an acceptable technical or past performance rating, the process will continue in order of lowest priced offer until the lowest price, technically acceptable offer with acceptable or neutral past performance is identified.

Qualification Requirements

Offerors, or the product or service, are not required to meet a qualification requirement to be eligible for award.
