About this opportunity
The United States Marine Corps (USMC), through Marine Corps Systems Command (MCSC) and the Product Manager Maintenance and Support Systems (PdM MSS), is conducting market research via Request for Information (RFI M67854-26-I-5108) to identify sources capable of providing 20-foot Convention for Safe Containers (CSC) certified, International Organization for Standardization (ISO) format deployable shelter structures. These structures must demonstrate proven capability to achieve Temporary/Tactical Sensitive Compartmented Information Facility (T-SCIF) and Temporary/Tactical Special Access Program Facility (T-SAPF) accreditation in accordance with Intelligence Community Directive ICD-705 v1.5.1 and DONSAPCO 0459-23 standards, with documented instances of temporary accreditation in operational or training environments. Vendors must submit responses including a white paper and completed Security Specification Questionnaire demonstrating compliance with technical specifications including RF attenuation of 80 dB or greater from 1 kHz to 10 GHz, Sound Transmission Class of 50 or greater, heat transfer coefficients of 0.3 Btu/h-ft²-F or better, and comprehensive security protocols covering facility access, employee vetting, and 24/7 government security technician access. Evaluation will assess compliance with multiple standards including DONSAPCO 0459-23, DoDM 5105.21 Volume 2, IEEE 299-2006, and CNSSAM TEMPEST standards, along with scalability, transportability, manufacturability, supply chain management, Buy America Act adherence, and rough order of magnitude pricing. The deadline for written questions is March 20, 2026, and responses are due April 17, 2026, at 4:00 PM EST.
This RFI includes no set-aside designations and does not identify current contractors or incumbents, as this is market research only and does not constitute a binding solicitation or commitment to contract. No specific award values or budget ranges are disclosed in the pre-solicitation notice, though vendors are requested to provide rough order of magnitude pricing for procurement including technical data packages, training, and logistics costs. The notice does not specify a quantity of units to be procured or an explicit timeline for service delivery, though respondents must address production capacity, lead times from contract award to first delivery, and minimum sustainment rates. All submissions become Government property and will not be returned, and submission of responses does not preclude future participation in formal solicitations, which will be posted on SAM.gov. A Draft Performance Specification is available upon request after vendors complete and submit the MCSC Non-Disclosure Agreement.
