About this file

This is a Security Specification Questionnaire attachment to a Request for Information (RFI) issued by Marine Corps Systems Command (MCSC), specifically the Product Manager Maintenance and Support Systems (PdM MSS). The RFI is market research to identify potential sources capable of providing secure, dual-accreditable, deployable workspace solutions that can support sensitive operations in diverse and austere environments. The required solution must achieve Temporary/Tactical Sensitive Compartmented Information Facility (T-SCIF) and Temporary/Tactical Special Access Program Facility (T-SAPF) accreditation in accordance with ICD-705 v1.5.1 and DONSAPCO 0459-23 standards.

The questionnaire requires vendors to evaluate their company's capability to comply with nine key specifications covering construction and design requirements, site control measures, personnel clearances, and TEMPEST countermeasures. Vendors must respond "Yes" or "No" to each requirement and provide supporting certifications or documentation validating their responses. Key requirements include: construction plans protected per Controlled Security Plan (CSP); use of U.S. companies and U.S. citizens with documented mitigations for non-U.S. citizen involvement; implementation of site control measures such as identification verification, random searches, physical barriers, vehicle inspections, and signage; monitoring by U.S. SECRET cleared personnel during transit; and conformance to TEMPEST countermeasures per CNSSAM TEMPEST 1/13. The RFI references multiple technical specifications and standards including ICD-705, DoDM 5205.07, and DoS architectural radio frequency shielding guidelines. The document is marked for DoD Community only distribution and indicates characteristics outlined are subject to change without notice.

TAB A-Directions

1.0 Introduction: Marine Corps Systems Command (MCSC) is conducting market research to identify potential sources for a secure, dual-accreditable, deployable workspace solution. This RFI is issued to assess the current market capabilities of solutions that can support sensitive operations in diverse and austere environments.

The solution must provide a high degree of physical security, acoustic and electronic signal protection (to SCIF and SAP standards), and logistical flexibility. The information gathered from this RFI will be used for planning purposes.

2.0 Response Directions: Interested parties are requested to respond by completing the attached 'Security' checklist (Tab B).

2.1 Please evaluate your company's ability to comply with the requirements listed.

2.2 For each requirement, select "Yes" if your facility and company policty meets the specification or "No" if it does not.
