About this opportunity
The Department of State seeks preventive maintenance services for an air-cooled water chiller at the American Embassy in Mbabane, Eswatini, with quotations due July 3, 2026 at 17:00 local time. This is an unrestricted procurement using an RFQ methodology under a firm fixed-price structure with a base one-year performance period and four optional one-year renewal periods, commencing no later than August 30, 2026.
Place of performance is Ezulwini, Eswatini. The contractor must maintain one York YCAL 0046 chiller (118.9 kW capacity) located at the Messenger Building, providing semi-annual maintenance visits (two per year) with technical check reports and permits for the base year and each option year. Pricing must be quoted in U.S. dollars and include all materials, labor, insurance, overhead, profit, and GST; payment is made in local currency (Southern Africa Customs Union).
Offerors must hold personnel security clearances, be registered and licensed to conduct business in Eswatini, comply with U.S. Embassy security protocols for controlled access areas, and provide insurance certificates with minimum $100,000 bodily injury and $300,000 property damage per occurrence. Contractors must demonstrate prior chiller maintenance experience through three customer references and submit proof of SAM registration prior to contract award per FAR 52.204-7. Repair labor rates for potential breakdowns must be quoted, though repairs are excluded from the base contract and require separate purchase orders.
The Government will use a Tradeoff/Best Value evaluation approach, weighing technical capability and past performance as significantly more important than price. Award is intended based on initial quotations without discussions, though discussions may be conducted with companies in the competitive range if necessary. The Government will issue a Notice to Proceed within a minimum of ten days post-award. The contracting officer is Michael Hauser at 00268 2417 9000; quotations should be submitted to mbabaneprocurement@state.gov.
